Hong Kong Exchanges and Clearing Limited's wholly-owned subsidiary, the Stock Exchange of Hong Kong Limited, announced on August 21 that it will implement a temporary waiver. Under specific conditions and safeguards, the validity period for eligible new listing applications will be extended from six months to twelve months from the date of submission of the listing application form.
The conditions for this interim waiver include: (i) the Exchange has not indicated in its comment letters that it has paused the review of the applicant's new listing application; and (ii) the Securities and Futures Commission and/or the Exchange have not made direct requests for information and/or issued material issue letters pursuant to the Securities and Futures (Stock Market Listing) Rules. Despite the above, the interim waiver will still apply if the concerns outlined in the relevant regulatory correspondence have been satisfactorily resolved and accepted by both regulators before the expiry of the initial six-month validity period.
The temporary waiver is designed to offer applicants, sponsors, and their advisors greater flexibility in managing listing timelines. It also aims to reduce the frequency of resubmitting listing applications and the subsequent burden of repeatedly updating documents and materials, allowing them to focus on ensuring the quality of application materials and listing documents. This adjustment does not alter the Exchange's existing regulatory standards or investor protections.
Applicants granted an extended validity period must continue to comply with all applicable Listing Rules and provide complete and up-to-date information, including the latest business and financial details. This ensures regulators can appropriately assess each application and investors can make informed decisions.

Throughout the new listing application process, applicants, sponsors, and their advisors should closely monitor application progress, promptly inform regulators of significant developments, and submit realistic timelines. Sponsors must exercise appropriate skill, care, and diligence when formulating reasonable timelines, taking into account the time required for regulators to review and complete their assessments.
Given the extended application validity period, the relevant timelines under the optimised approval process will be adjusted appropriately based on the latest progress and schedules provided by applicants and sponsors. The interim waiver applies to all new listing applications that meet the stated conditions and are either still valid as of the announcement date or submitted or resubmitted on or after that date.
The waiver will remain in effect for three years from the date of this announcement, covering the period from August 21, 2026, to August 20, 2029. The Exchange will monitor the implementation and effectiveness of the measure and may review the relevant requirements or conduct public consultations as needed and when appropriate.
