Recently, the General Office of the Hunan Provincial People's Government released implementation opinions on accelerating the development of the intelligent robot industry. The document proposes launching an application scenario opening project. It targets specific niche demands such as production line upgrades, education and teaching, medical care and elderly services, logistics and distribution, cultural tourism experiences, emergency rescue, smart agriculture, and intelligent construction, by regularly carrying out a "Smart Robots+" initiative.

Government departments and state-owned enterprises are encouraged to take the lead in opening up scenarios, dynamically releasing a province-wide list of robot application scenario needs and capabilities. Each year, approximately 20 typical scenarios will be supported to promote application expansion in areas like industrial manufacturing, service consumption, and special operations. Plans include establishing comprehensive robot service centers, supporting the formation of industry platform companies, and fostering new business models such as robot equipment leasing, robot services, secondary development, scenario matching, maintenance and remanufacturing, and data training.
