Shanghai Unveils Plan to Integrate Satellite Internet with Beidou, 6G, and AI Technologies

Shanghai's municipal government has released its 15th Five-Year Plan for strategic emerging industries, outlining a comprehensive strategy to accelerate the commercial deployment of space-based technologies.

According to the newly published blueprint, the city will promote the integrated development of satellite internet with the BeiDou navigation system, sixth-generation mobile communications (6G), and artificial intelligence. The plan specifically calls for expediting the deployment of the "Qianfan Constellation" low-orbit communication satellite network and expanding the "Smart Sky Network" medium-orbit telemetry and tracking services.

At its core, the initiative prioritizes the scaled application of both satellite internet and BeiDou services across various sectors. To achieve these objectives, the plan details three key development areas:

The first focuses on commercial rockets, with efforts centered on developing a new generation of large-diameter, high-thrust reusable launch vehicles. Key technical breakthroughs will target rocket engines, return control systems, and structural components to support the high-density deployment needs of low-orbit satellite constellations, alongside the construction of supporting assembly infrastructure.

The second area emphasizes satellite internet technology, promoting the development of transparent forwarding low-orbit beam-hopping communications, inter-satellite laser links, spaceborne phased array antennas, and flexible solar arrays. The plan also calls for breakthroughs in large-scale automated low-orbit orbit-changing deployment technologies and research into low-orbit broadband networks capable of direct connectivity with mobile phones. Additionally, Shanghai will establish platforms for developing ultra-precise, ultra-stable, and ultra-clean spacecraft while building digital factories for mass satellite production.

The third area centers on space services, aiming to enhance capabilities in satellite communications, navigation, remote sensing, and telemetry. The plan prioritizes breakthroughs in core technologies such as on-orbit fault handling and fuel replenishment, while also improving a comprehensive insurance system covering rocket launches, in-orbit satellite operations, and third-party liability throughout the entire mission lifecycle.
