ZHEJIANGEXPRESS 2025 ESG Report Shows RMB 19.80 Billion Revenue, Strong Governance and Lower Carbon Footprint

Zhejiang Expressway Co., Ltd. (ZHEJIANGEXPRESS) has released its 2025 Environmental, Social and Governance (ESG) Report, detailing performance for the year ended 31 December 2025 and confirming board-level oversight of sustainability strategy.

• Financial highlights: Operating revenue reached RMB 19.80 billion, with net profit attributable to shareholders at RMB 5.30 billion and total assets of RMB 293.40 billion. Tax payments totalled RMB 2.00 billion.

• Governance and compliance: The company held 13 board meetings and three shareholder meetings during 2025, approving 42 resolutions. A re-organised single-tier governance structure replaces the former supervisory board; oversight is channelled through an enhanced Audit Committee. Anti-corruption controls included two company-wide training sessions and one session for directors, with no corruption litigation recorded.

• ESG framework: A three-tier governance model—Board/Strategy Committee, Board Secretary’s Office, and business units—anchors sustainability management. Executive compensation now factors in metrics such as road disruption recovery and service satisfaction.

• Environmental performance: Total greenhouse-gas emissions stood at 91,586.79 tonnes CO₂e (Scope 1: 9,160.36 tonnes; Scope 2: 69,884.75 tonnes; Scope 3: 12,541.68 tonnes). Energy consumption totalled 19,152.55 tonnes of standard coal equivalent. Photovoltaic capacity rose to 16.30 MW, generating 119.20 million kWh of green electricity; no environmental fines were incurred. Waste generation fell to 159,672 tonnes, with 100 % handled through compliant channels. The firm has set a carbon-intensity ceiling of 37 tonnes of CO₂e per kilometre of operating expressway by 2025 and targets a plateau below 36 tonnes/km by 2030.

• Social indicators: The labour contract signing rate and social-insurance coverage both remained at 100 %. Average training reached 40 hours per employee, backed by RMB 4.86 million in training investment. Work-related fatalities were zero and the lost-time injury frequency rate was 3.80 per million hours worked. Community initiatives included RMB 5.30 million in charitable donations and 1,327 hours of volunteer service.

• Service quality and safety: Customer satisfaction improved to 98.71 %, while the average incident clearance time on the road network shortened to 28.10 minutes. A new drone-enabled “ground-air” monitoring system now identifies abnormal events within five seconds; dynamic hard-shoulder management and an online rescue platform logged over 480,000 direct-tow services with a 99 % satisfaction rate.

• Awards: 2025 accolades ranged from the 15th China Securities “Golden Bauhinia” Outstanding High-Quality Development Listed Company award to multiple national recognitions for technological innovation, ESG disclosure and highway-culture integration.

ZHEJIANGEXPRESS plans to deepen digitalisation, expand renewable-energy projects—such as integrated solar-storage stations and battery-swapping for heavy trucks—and intensify community engagement as it moves toward 2030 peak-carbon goals while enhancing travel safety and service quality across its 2,382-kilometre expressway network.
