By 2027, Shaanxi Province plans to develop three consumption sectors each valued at 100 billion yuan, along with ten high-quality consumption hotspots. This initiative is part of a broader strategy to enhance the alignment between consumer goods supply and demand, as outlined in a recently released action plan.
The action plan, jointly issued by the Shaanxi Provincial Department of Industry and Information Technology, the Provincial Development and Reform Commission, and the Provincial Department of Commerce, details the roadmap. Specifically, the three 100-billion-yuan sectors will be green food, smart consumer goods, and ecological health and wellness. The ten high-quality consumption hotspots include baijiu (spirits), selenium-rich products, dairy products, textiles and apparel, Qin medicine health products, outdoor gear, baby and child products, age-friendly products, digital cultural and creative items, and the automotive aftermarket.
A key official from the Consumer Goods Industry Division of the Provincial Department of Industry and Information Technology explained that the plan is aligned with the provincial government's goals of boosting consumption, building a strong province through quality, branding, and culture, and leveraging Shaanxi's industrial foundation and consumer characteristics. Technology will be the core driver of consumption upgrades.
Beyond the sector targets, the plan sets ambitious goals for the province. By 2027, Shaanxi aims to cultivate over 10 benchmark enterprises in smart consumption, including those in artificial intelligence, robotics, and drones or unmanned vehicles. It also plans to create 20 metaverse consumption demonstration scenarios, foster over 30 nationally recognized consumer brands, and achieve a nationwide recognition rate of over 50% for the public brand "Shaanxi Premium Products."
Looking further ahead to 2030, the plan envisions a high-quality development landscape where supply and consumption interact positively. The driving role of metaverse, artificial intelligence, and data elements on consumption is expected to be fully released, and smart equipment consumption applications will be widely adopted. The ultimate goal is to establish Shaanxi as a strong western consumption province, with consumption playing a continuously enhanced fundamental role in economic growth.
Key tasks in the plan include accelerating the innovative application of new technologies and models to unlock new momentum for industrial upgrading. Shaanxi will leverage innovation platforms to launch a "Dual Innovation Application" initiative, focusing on key sectors like AI, intelligent connected new energy vehicles, smart homes, and consumer electronics. This will support companies in developing new products and creating first-use scenarios. The province also plans to establish three provincial-level pilot bases in areas such as biomedicine, high-performance fibers, and bio-manufacturing, and explore the establishment of a pilot program for data element trading in the consumer goods industry.
Furthermore, the plan calls for expanding the supply of specialty and new products, continuously cultivating new consumption scenarios and business formats to broaden consumption growth space, and persistently fostering a favorable development environment to strengthen consumption support.
