A think tank report released on August 26 in Beijing highlights the valuable experiences and lessons from cultivating standout AI computing companies in the three central Chinese provinces of Hubei, Henan, and Anhui.
The report, titled "Experiences and Insights from Nurturing Star AI Computing Enterprises in Hubei, Henan, and Anhui," notes that these provinces have actively developed distinctive local enterprises in the emerging sector. Their approach to fostering related industrial chains and companies offers meaningful references for other provinces focusing on the AI computing industry.
All three provinces have based their forward-looking strategies on existing industrial strengths, combining professional expertise with precise decision-making. Local state-owned capital has played a crucial role as a "key partner" within the industrial chain, providing long-term investment that helps companies survive challenging periods and leveraging leading enterprises to build a collaborative "ecological rainforest" for industrial development.
The report points out that forward-looking strategies often encounter the challenge of uncertainty, but when supported by national strategic backing and local industrial demand, the probability of success increases significantly. The experiences of these three provinces demonstrate that local governments are not creating industries from nothing but rather building upon their existing advantages to enter promising new sectors.
Regarding precise decision-making, the report explains that what appears to be "gambling" is actually grounded in professional judgment and analytical capability. For instance, when Changxin Technology went public, many online commentators praised Hefei as the "city that dares to gamble" for making another correct bet. However, industry insiders emphasize that observers should look beyond surface actions to understand the reasoning and confidence behind these decisions. They note that before each major investment, local governments typically commission feasibility studies from multiple consulting firms and seek comprehensive evaluations from industry experts.
The report emphasizes that the success of these three star enterprises is inseparable from the deep integration of local state-owned capital into the industrial chain, forming a robust support network. State capital provides more than just financial resources; it acts as a vital partner that grants companies maximum operational autonomy while ensuring alignment with regional industrial development strategies, achieving a model of "deep binding, shared risk, and mutual benefit."
Given that AI computing and other emerging industries require substantial investment, involve long cycles, and carry high failure rates, they often demand "saturation-level investment." The greatest risk is running out of resources before achieving breakthroughs. Case studies from Anhui and Henan show that company success relies heavily on local governments' long-term perspective and patient capital, with "resisting economic cycles, tolerating losses, and providing stable support" emerging as core principles.
Furthermore, the AI computing industrial chain exemplifies a typical "ecosystem-based industry." Particularly during the transition from capability validation to practical application, the leadership of key enterprises and industrial coordination become critically important for success.
