Sichuan Province has officially issued a set of 19 targeted measures to advance the construction of its computing power network, aiming to integrate deeply into the national integrated computing framework. The newly released policy document, which focuses on scientific planning and orderly development, positions the province to leverage its strategic role within China's "East Data, West Computing" project. Following the recent announcement of its goal to establish a western computing hub by the end of 2028, Sichuan is now laying out the specific steps to achieve this ambition.
According to the policy, the province will prioritize the development of efficient computing industrial parks, with a strong emphasis on optimizing the Tianfu data center cluster and building zero-carbon computing parks that integrate power and computation. In the provincial capital, Chengdu will spearhead several specialized initiatives, including creating a high-end computing park around the Chengdu Science City, the Shuangliu Economic Development Zone, and the Chengdu Core Valley Industrial Park. Additionally, an intelligent computing park will be developed in the Future Science and Technology City and the High-tech-Pidu Electronic Information Industrial Park, while a smart cloud computing park is planned for the Eastern New Area's Airport New City, Jianzhou New City, and Jianyang Economic Development Zone.
Beyond the capital, the policy calls for upgrading and accelerating the construction of key facilities across the province. This includes major projects such as the Ya'an Big Data Industrial Park, the Deyang Tianfu Data Valley, the China (Mianyang) Science and Technology City Artificial Intelligence Industrial Park, the Neijiang Dongxing District Computing Industrial Park, the Yibin Upper Yangtze River Big Data Industrial Park, and the Dazhou Digital Economy Industrial Park.
To ensure that computing power is both accessible and affordable, Sichuan is focusing on building high-level computing centers while promoting the widespread and cost-effective use of these resources. The province will continue to enhance its integrated computing monitoring and dispatching service platform, enabling unified management and coordination of all computing resources across the region. Concurrently, a new subsidy mechanism will be introduced, offering "computing vouchers" and "token vouchers" to support enterprises that purchase domestic computing capacity and consume tokens, with individual subsidies capped at 1 million yuan.
Supporting the "AI+" initiative, the policy outlines plans to strengthen the supply of high-quality computing power, build robust datasets, and create benchmark application scenarios. In key sectors such as industrial manufacturing, cultural tourism, and smart healthcare, the province will back the development of industry-specific high-quality datasets and AI corpora. For these projects, provincial basic construction investment will cover up to 25% of the total approved investment, with a maximum support of 10 million yuan per project. Furthermore, the policy encourages government bodies, enterprises, universities, and research institutions to open up application scenarios in fields like smart manufacturing, cultural tourism, healthcare, disaster prevention and reduction, the low-altitude economy, and urban-rural governance. To promote the creation of exemplary computing-enabled use cases, a single key application scenario can receive up to 30 million yuan in support.
