The provincial transportation department and the provincial development and reform commission have received formal approval for their proposal regarding toll collection on the Yan'an East Ring Expressway. This decision comes after a thorough review of relevant regulations including the Highway Law of the People's Republic of China, the Regulations on Toll Road Administration, and the Shaanxi Province Toll Road Management Measures.
Six toll stations approved
The provincial government has given its consent to establish six ramp toll stations along the Yan'an East Ring Expressway, strategically positioned at Yan'an East (K60+897), Yaodian (K64+738), Chuankou Town (K81+973), Fangta (K90+637), Nanniwan Airport (K98+377), and Liulin (K102+595). In a notable operational adjustment, the existing Yaodian toll station on the Changyan Expressway, managed by Shaanxi Communications Holding Group, will be dismantled and relocated to the new Yan'an East location, while a new Yaodian station will be constructed at K64+738.
Vehicle classification and toll standards
Toll charges will be assessed based on vehicle categories as defined by the industry standard for toll road vehicle classification (JT/T489-2019). All vehicles must pay the prescribed fees unless they qualify for exemptions under national laws and regulations.
For passenger vehicles, the road toll rates for categories 1 through 4 are set at 0.70, 1.23, 1.58, and 1.90 yuan per vehicle-kilometer respectively. The Huaishuwa Extra-Large Bridge carries additional surcharges of 10, 20, 30, and 40 yuan per vehicle trip for these same categories. Freight vehicles and special operation vehicles in categories 1 through 6 face road toll rates of 0.70, 1.26, 2.03, 2.47, 2.71, and 2.86 yuan per vehicle-kilometer, with bridge surcharges of 10, 18, 29, 35, 39, and 41 yuan per trip respectively. Freight vehicles also benefit from applicable provincial discount and differentiated pricing policies on top of these baseline rates.
Special provisions apply to oversized cargo transport vehicles, with the category 1 freight rate serving as the base. A seven-axle vehicle carries a coefficient of 7, with each additional axle increasing the coefficient by 1, up to a maximum of 15 axles. Vehicles exceeding 15 axles are charged at the 15-axle rate.
Until the project passes its final completion inspection, vehicles on the Yan'an East Ring Expressway will temporarily pay rates equivalent to 0.6 yuan per vehicle-kilometer (for category 1 vehicles) for the road portion, with the Huaishuwa Extra-Large Bridge surcharge set at 10 yuan per trip for category 1 vehicles.
Toll period and oversight
The toll collection period for the expressway is tentatively set for ten years, beginning from the first day tolls are collected. Upon expiration of this provisional period, the final duration will be determined based on project circumstances. Any future adjustments to national highway toll policies will supersede these arrangements.
Operational responsibilities
Yan'an Gezhouba Shanjian East Ring Expressway Co., Ltd. has been designated as the toll road operation and management entity. The company must strictly comply with provincial and national toll road management regulations, maintain high standards of operational discipline, and submit to oversight from transportation and pricing authorities. Additionally, the operator is responsible for routine road maintenance, delivering quality service, keeping the highway in sound technical condition, and ensuring smooth, safe traffic flow at all times.
The approval was officially issued by the Shaanxi Provincial People's Government on July 28, 2026.
