The Guangzhou Municipal Commerce Bureau announced on July 27 that it has further optimized cross-border consumer benefits, streamlining the process for Hong Kong and Macau residents to participate in national and provincial subsidy programs for home appliances and digital products using their UnionPay foreign cards (issued in Hong Kong and Macau) and local mobile phone numbers. This ensures that consumers from the two regions can conveniently enjoy the same discounts.
The bureau, in collaboration with platforms like UnionPay, has focused on resolving three key operational bottlenecks: registration and verification using Hong Kong and Macau mobile numbers, facial recognition authentication with the Home Return Permit, and transaction settlement with UnionPay foreign cards. The upgrade allows residents to easily participate in the national and provincial subsidy programs by simply holding their Home Return Permit and a Hong Kong or Macau mobile phone number.

The core enhancement simplifies the process, enabling a "one-permit pass, instant store access" experience. Residents do not need to pre-register or undergo complex approvals. They can complete the qualification verification process in as little as three minutes by following three steps on the UnionPay App: uploading their permit documents, verifying their Hong Kong or Macau mobile number, and completing a facial recognition check. Upon arrival at a store, they simply present the payment code to directly receive the subsidy discount at the point of sale. The program supports various payment methods, including card swiping, mobile payments with Pay, and QR code transactions, and is compatible with UnionPay foreign cards, aligning with the daily payment habits of Hong Kong and Macau residents to maximize convenience.
