Wenzhou Builds Support System for AI One-Person Companies

Wenzhou City in Zhejiang Province is seizing opportunities in the "AI plus" development trend by systematically constructing a support system for artificial intelligence OPC (One Person Company) ventures, aiming to inject entrepreneurial vitality into achieving high-quality full employment.

Strengthening policy supply and fostering an entrepreneurial ecosystem

The city has issued dedicated policies to provide comprehensive support. Wenzhou released the "Several Measures on Accelerating the Building of an AI OPC Entrepreneurship Highland," introducing 17 innovative work measures across four major dimensions: attracting and nurturing super individuals, optimizing government services, supplying resource factors, and safeguarding the development ecosystem. This deeply builds an OPC entrepreneurship support system featuring "ultra-fast market entry, full-chain empowerment, rule-of-law protection, and ecosystem integration."

Wenzhou is optimizing talent policies to stimulate entrepreneurial vitality. The city continues to broaden the scope of talent recognition, pushing outstanding OPCs stationed at key platforms such as the China (Wenzhou) Digital Security Port to be directly included in the "enterprise talent assessment" authorized list. For OPC core team members whose annual salary reaches 500,000 yuan for two consecutive years with three or more years of relevant R&D experience, or whose annual salary reaches 200,000 yuan for two consecutive years with two or more years of relevant R&D experience, they can be directly recognized as Class D or Class E talents respectively and enjoy corresponding talent benefits.

Wenzhou is strengthening compliance services to enhance risk control capabilities. The city has innovatively drafted the "Wenzhou AI OPC Compliance Guidelines" and the "Wenzhou AI OPC Guidelines for Compliance from Registration to Taxation," introducing compliance standards and risk warnings covering entity establishment, finance and taxation, employment, and AI applications, fully ensuring the standardized operation of AI OPCs.

Enhancing service supply and improving entrepreneurial efficiency

Wenzhou is innovating registration service models. The city is implementing a "cluster registration" model for key AI industrial parks such as the China (Wenzhou) Digital Security Port and the China (Wenzhou) Intelligent Valley, achieving "one-window acceptance and same-day completion." For newly registered and actively operating OPCs, the city provides services including the first official seal engraving and free license delivery, while also supporting sole proprietorships in retaining their original business name when transforming into OPCs.

Wenzhou is strengthening compliance and property rights protection. The city is promoting a "four-certificate unified processing" model for data elements, where a single application allows for the simultaneous processing of four services: data security compliance assessment, data property rights registration, data intellectual property registration, and data asset registration. To date, this has completed data security compliance assessments for 103 major data products and data intellectual property registrations for 52 items.

Wenzhou is integrating resources for targeted support. The city is coordinating and consolidating diverse platform resources including market matchmaking, science and technology innovation competitions, and venture capital linkages to solve development challenges faced by startups such as "no orders, lack of capital, and difficulty incubating." The city has also successfully launched the country's first Tencent public welfare-empowered OPC order platform, the "Penguin Partner" city pilot, further broadening channels for OPCs to access real projects.

Strengthening factor supply and boosting entrepreneurial momentum

Wenzhou is reinforcing spatial factor guarantees. Through city-county coordination, the city offers a gradient incubation space model of "one desk, one room, one floor," equipped with shared laboratories, AI computing workstations, and other public facilities, having built 46 AI OPC entrepreneurship communities. The "Zhejiang Government Service" app has launched a Wenzhou city channel "AI OPC special topic," making various information accessible with one click. Additionally, the city is actively exploring a model where "youth small shops" enter OPC-themed communities, building a batch of digital maker-style youth rural entry platforms that integrate shared living, entrepreneurship, and social interaction.

Wenzhou is strengthening data element support. Relying on the Wenzhou Public Data Open Platform, the city is promoting the opening of 3,324 public data items to OPCs through data sets and data interfaces, supporting OPCs in participating in the development and utilization of public data through authorized operations and other means. For computing power usage and high-quality data set construction generated by OPCs in R&D and applications, these are included in the policy support scope of "computing power vouchers," "model vouchers," and "corpus vouchers."

Wenzhou is strengthening talent element support. The city has included AI trainers and network and information security administrators in its list of shortage occupations, with training subsidy standards raised by 30 percent. An AI vocational training center has been established, along with 14 AI training sites and 2 high-skilled talent public training bases. Since 2025, the city has conducted 9,065 person-times of AI skills training and added 5,793 skilled talents, including 1,745 AI trainers.
