China's Advanced Nuclear Reactor Gets Green Light, and Sichuan Stands to Gain Big Time

A major development has just landed in China's energy sector, with the State Council approving four new nuclear power projects in one go, adding up to eight reactor units. This comes hot on the heels of five projects being approved last year, signaling that the country's nuclear expansion is shifting into an even higher gear.

Within this latest wave of approvals, two standout signals deserve close attention: a significant technological upgrade is on the way, and the province of Sichuan is poised to reap substantial rewards. Let's first set the broader stage. Nuclear energy appears to be reclaiming its position at the center of the global energy stage. By the end of last year, China had 112 nuclear power units either in operation or approved for construction, the largest fleet in the world. With this new round of approvals, that number will jump to 120. Internationally, the momentum is equally strong: the US is pushing a fourfold expansion plan for nuclear power, Canada is building ten new large reactors, Sweden has restarted its nuclear program after a 40-year hiatus, and Vietnam has set a goal to complete its first plant by 2031. Clean and stable, nuclear power has clearly become a strategic resource that nations are eager to secure.

So what does the first signal from these approvals tell us? It's about a technological leap forward: the arrival of the "enhanced" Hualong One. Of the eight approved units, six will use Hualong One technology, with four designated as demonstration projects for the version 2.0 technology fusion plan. What exactly is version 2.0? In simple terms, it's an advanced pressurized water reactor design that builds on previous operating experience through independent innovation. It adopts Chinese standards and self-developed software, refines the active and passive safety systems, and incorporates intelligent control and modular construction techniques. The result is a reduction in engineering workload, alongside enhanced safety, economic efficiency, and cutting-edge performance. Industry experts have noted that this marks a transition for China's nuclear sector from "overall running alongside" global leaders to "fully running alongside, with partial leadership." This isn't just an upgrade of a national heavyweight; it means nuclear power has the momentum for large-scale development, and the entire industrial chain is set for a fresh wave of opportunities.

The second signal is the opening of a golden opportunity for Sichuan's nuclear industry. The four projects carry a combined investment of over 170 billion yuan, and Sichuan, a major player in nuclear engineering and technology, is deeply involved across multiple stages. On the R&D and design front, the Nuclear Power Institute of China in Chengdu is the birthplace of the Hualong One's "heart"—the reactor and its primary loop system. With the version 2.0 demonstration projects now approved, this institute will continue to lead the core research and development efforts. Additionally, the "Dragon Scale" safety-grade DCS system they developed, which acts as the plant's "neural hub," will undergo iterative upgrades in the new projects, further cementing Sichuan's leading position in nuclear design and engineering.

The equipment manufacturing sector in Sichuan is also booming. In Deyang, Erzhong Equipment under Guomei Heavy Industry has already achieved localization of nuclear main pump casings and is now tackling new materials and standards for version 2.0. Meanwhile, Dongfang Electric Group is deeply involved in supplying key equipment for both the nuclear island and conventional island. In the same city, Deyang Jiuding Electric is manufacturing large structural components like low-pressure turbine casings. Over in Dujiangyan, Sichuan Huadu Nuclear Equipment, a national leader in control rod drive mechanisms—essentially the "accelerator and brake" of a reactor—already holds orders worth over 1 billion yuan, and with version 2.0 approved, their production schedule is only set to get busier.

Down in Yibin, CNNC Jianzhong is responsible for manufacturing CF3 fuel elements, creating a "R&D plus manufacturing" chain linkage with the design work in Chengdu. Add to that the advanced nuclear energy equipment pilot-scale R&D platform in Chengdu, which provides critical testing and validation services for new technologies and materials. Industry consensus is that this approval round represents the first batch of nuclear units greenlit under the 15th Five-Year Plan, sending a very positive policy signal. This significantly strengthens the continuity and predictability of orders across the supply chain. For Sichuan, the nuclear design and equipment manufacturing companies are set to hit a "double peak" window, with both construction and operation activities surging simultaneously. All eyes are now on Sichuan to see how it rides this wave and takes its place at the forefront of the nuclear industry.
