370MW of projects revoked, Yunnan relaunches tenders for 290MW

On July 29, the Zhaotong City Energy Bureau in Yunnan Province issued a public notice regarding the revocation of development rights for five solar photovoltaic projects, including the Taihua Photovoltaic Project in Daguan County. According to the announcement, the original winning enterprises voluntarily abandoned their investment and development of these projects, leading the bureau to lawfully withdraw the development rights for a total installed capacity of 370MW. The project owners involved include China National Nuclear Corporation and China Three Gorges Corporation.

The notice further disclosed that the Zhaotong City Energy Bureau will subsequently reorganize the tender process, with specific bidding details to be announced separately. The project details are as follows: (specific project list omitted).

Simultaneously, on July 31, Qiubei County in Wenshan Prefecture, Yunnan, released a public announcement to select investment and development entities for 290MW of wind and solar projects through a competitive process. The announcement indicates that the second batch of new energy projects for 2025 consists of four projects, totaling 290MW, grouped into a single bidding package. This includes three solar projects with a combined capacity of 230MW and one wind power project with a capacity of 60MW.

This competitive allocation accepts consortium bids, with consortium members limited to no more than three entities, all of which must be new energy development enterprises. Consortia must submit a valid consortium agreement clearly defining the responsibilities of each party and designating a lead entity. The deadline for obtaining response documents is from July 31, 2026, to 17:30 on August 7, 2026. The deadline for submitting response documents is from August 10, 2026, to 17:30 on August 14, 2026.
