According to local reports, the rooftop solar panels on the municipal government building in Tai'an City, Shandong Province, have recently begun generating electricity, saving 1.17 million yuan in electricity bills. This has also made it the first certified "zero-carbon government office" in Shandong.
Furthermore, during peak electricity pricing hours, the building can sell power back to the grid by actively participating in the electricity spot market. This marks the first time a government agency in China has engaged in such a transaction.
Public records show that the trend of installing solar panels on government buildings is spreading across multiple regions. The transformation of existing buildings and municipal facilities for energy conservation and carbon reduction has also been included in the country's 15th Five-Year Plan.
In Puyang, Henan Province, for example, by the end of September 2025, public institutions had completed 220 rooftop solar projects with a total installed capacity exceeding 70,000 kilowatts. These projects are expected to generate 85 million kilowatt-hours of electricity annually, saving 28,000 tons of standard coal.
In Tai'an, the municipal government building is located at the foot of Mount Tai, where both the municipal party committee and city government offices are housed. At the end of 2025, the Tai'an City Government Affairs Service Center initiated a zero-carbon transformation project for the government offices. It attracted 16 million yuan in social funding from Shandong Taikai DC Technology Co., Ltd., focusing on three core modules: energy-saving upgrades, a "source-grid-load-storage" system, and a smart management platform.
Beyond installing 2,497 solar panels on the roof with a total capacity of 1.6 megawatts, the project also features a solid-state transformer jointly developed by Taikai Group and Tsinghua University. This transformer acts as an "energy hub." If the east wing of the building has insufficient solar power, the west wing can supply it immediately. Conversely, if there is excess power during midday, it is automatically stored in energy storage cabinets for later use. The direct current (DC) electricity generated by the panels can also be fed directly into the building's internal power grid.
During peak electricity pricing periods, the government building can sell excess power back to the grid. The system can also meet the charging needs of employees' vehicles. Local authorities stated that the significance of this rooftop solar project goes beyond a single government building's "green transformation." It serves as a demonstration by the party and government agencies to lead by example, catalyzing a city-wide shift toward green and low-carbon development.
