Shangdu County Natural Resources Bureau Seeks Public Tips on Gang-Related and Organized Crime in the Natural Resources Sector

To thoroughly implement the directives from the central government, the autonomous region, the municipal party committee, and the county party committee on deepening the campaign against gang-related and organized crime, to continuously rectify irregularities in the natural resources sector, to severely crack down on illegal and criminal activities involving gangs and organized crime, to effectively prevent and defuse risks and hidden dangers in the industry, to regulate the order of natural resources management, and to maintain sustained social stability, the Shangdu County Natural Resources Bureau is now publicly soliciting tips from the public regarding gang-related and organized crime issues in the county's natural resources sector.

Scope of Tip Solicitation

(1) Illegal activities such as unauthorized mining, mining without a license, mining beyond approved boundaries, and disguised illegal mining under the guise of ecological restoration.

(2) Gang-related and organized crime activities such as hiring or gathering idle individuals to secretly mine and destructively extract mineral resources, monopolizing mineral resources, and indiscriminate mining by so-called "sand tyrants" and "mine tyrants."

(3) Illegal activities such as monopolizing state-owned land resources, illegally buying, selling, or transferring state-owned land, illegally destroying or occupying permanent basic farmland, and illegal construction on arable land; gang-related and organized crime activities involving the use of violence or soft violence to oppress the public and forcibly seize land during land expropriation and transfer processes.

(4) Monopolizing the surveying and mapping market, forcing surveying and mapping service transactions through violence or threats, maliciously driving down or raising surveying and mapping prices, and disrupting the order of the surveying and mapping market. Illegal and criminal activities involving the illegal acquisition, trading, or disclosure of classified surveying and mapping geographic information data that endanger national security.

(5) Maliciously encroaching on state-owned or collective real estate, and fraudulently obtaining real estate registration. Forging or altering real estate ownership certificates, coercing the public through violence or threats to transfer real estate rights and interests, manipulating real estate transactions, and seeking illegal profits from such activities.

(6) Resisting or obstructing natural resources law enforcement inspections through violence, threats, siege, or entanglement; violently resisting law enforcement and retaliating against law enforcement personnel; and public officials acting as "protective umbrellas" for gang-related and organized crime forces.

Instructions for Reporting

(1) Informants shall comply with national laws and regulations, truthfully and objectively report issues, specify the entity involved, time, location, and factual details of the conduct, and provide relevant written materials, photographs, audio recordings, video recordings, and other evidence as much as possible.

(2) Real-name reporting is encouraged (providing name and contact information) to facilitate verification and feedback, though anonymous reporting is also accepted. The receiving and case-handling authorities will strictly keep informants' information confidential and protect their lawful rights and interests in accordance with the law. Public security organs will strictly and swiftly investigate and deal with any criminal acts that threaten or retaliate against informants and their relatives.

(3) Reports shall be based on facts. Anyone who fabricates false materials or uses reporting as a pretext to falsely accuse or frame others will be held legally responsible in accordance with the law.
