JIANGXI BANK Appoints Department Head as Chief Compliance Officer, Breaking from Conventional Practice

On May 28, JIANGXI BANK announced that its board of directors has reviewed and approved the proposal to appoint Qian Zheng as Chief Compliance Officer. He will officially assume the role upon receiving regulatory approval for his qualifications.

Notably, unlike the current common practice where the president or a vice president concurrently serves as the Chief Compliance Officer, JIANGXI BANK's new appointee for this role is the General Manager of the Compliance Department.

Public records show that Qian Zheng was born in January 1976 and is a senior economist. From September 1998 to September 2002, he worked at the Shangrao Public Security Bureau, serving as a Third-Class Police Superintendent in the Legal Affairs Division.

In July 2005, Qian Zheng began his career in the financial system at the Nanchang Central Sub-branch of the People's Bank of China. He held various positions including Office Staff Member, Deputy Section Member, Deputy Director of the Legal Affairs Office (Section Chief Level), and Section Chief of the Financial Consumer Rights Protection Division within the Legal Affairs Department (Financial Consumer Rights Protection Department). He joined JIANGXI BANK in June 2016. He has successively served as Deputy General Manager of the Compliance Department, General Manager of the Compliance Department, Party Committee Secretary and President of the Yingtan Branch. Since February 2026, he has been serving as the General Manager of the Compliance Department at JIANGXI BANK.

In December 2024, the National Financial Regulatory Administration officially issued the "Compliance Management Measures for Financial Institutions," which explicitly require financial institutions to establish a Chief Compliance Officer position at their headquarters. This position must be held by a senior executive, and it allows for concurrent appointments by the president (general manager) or other qualified senior executives.

The current setup of Chief Compliance Officers in the banking industry exhibits flexibility and diversity. In addition to dedicated appointments, having existing senior executives serve concurrently has become a mainstream model. This includes positions such as vice presidents, assistant presidents, and chief risk officers. Furthermore, several banks have the president directly serving in this role to elevate the decision-making level and execution efficiency of compliance management.

As of May 27, 2026, over 80% of the 42 A-share listed banks have completed the appointment of a Chief Compliance Officer.

Among them, within the 12 national joint-stock commercial banks, 10 banks including CHINA CITIC BANK, CHINA MINSHENG BANK, INDUSTRIAL BANK, and SHANGHAI PUDONG DEVELOPMENT BANK have completed the appointment. CHINA MERCHANTS BANK and HENGFENG BANK have not yet disclosed their progress. Among the 17 A-share city commercial banks, over 70%, including BANK OF NANJING, BANK OF SHANGHAI, and BANK OF JIANGSU, have implemented the appointment. All 10 A-share listed rural commercial banks have completed the configuration of this position with a 100% appointment rate.
