The question emerges: how can a central Chinese province, lacking coastal innovation ecosystems and the capital density of first-tier cities, successfully compete in frontier industries? The answer may lie in a remark from an entrepreneur—Peng Lei, co-founder and CEO of Brainco Technology in the Ganjiang New Area, noted: "Without the computing infrastructure and testing platforms, we would have spent at least two more years."

Examining Jiangxi's recent practices, the solution is not simply about allocating funds or land, but rather about using institutional innovation to clear the bottlenecks blocking industries on their journey "from 0 to 1."

A Historic Opportunity to Reshuffle the Deck

The "15th Five-Year Plan" outline explicitly calls for "forward-looking layout of frontier industries," focusing on quantum technology, biomanufacturing, hydrogen energy, brain-computer interfaces, embodied intelligence, and 6G. For Jiangxi, this represents both an obligation to implement national strategy and a historic opportunity to "reshuffle the deck" in the new round of technological revolution as a central province. As an important strategic fulcrum for the rise of central China, Jiangxi stands at a critical juncture—accelerating new industrialization while transitioning from a major emerging industrial province to a strong industrial province. Frontier industries present formidable challenges: high technical difficulty, long monetization cycles, and heavy dependence on resources. For a province without coastal innovation origins or first-tier capital density, entering frontier industries might seem like an "asymmetric competition."

Yet viewed differently, frontier industries inherently constitute a "reshuffle." The existing landscape of traditional industries is difficult to disrupt, but in frontier sectors, everyone starts from the same line. The 6th Plenary Session of the 15th Provincial Committee identified six major fields: future materials, future energy, future biology, future health, future displays, and future aviation. The 9th Plenary Session further added new tracks including metal new materials, brain-computer interfaces, embodied intelligence and humanoid robots, and nuclear medicine. The recently concluded 10th Plenary Session precisely aligned with national strategic deployments, emphasizing systematic assault on nine new tracks: metal new materials, brain-computer interfaces, embodied intelligence and humanoid robots, nuclear medicine, solid-state batteries, optoelectronics, biomanufacturing, low-altitude manufacturing, and hydrogen energy.

The plenary proposed "focusing on the '6+N' frontier industry layout, improving the cultivation and development working mechanism for frontier industries, and launching large-scale application demonstration initiatives for new technologies, products, and scenarios." The provincial "15th Five-Year Plan" outline includes special provisions for "forward-looking frontier industry layout" and proposes "implementing demonstration projects for frontier industry development." With the direction set, how to execute? Jiangxi's answer is institutional precedence. Around the six major fields, "basic research special zones" have been established, with differentiated long-cycle assessment periods based on disciplinary characteristics: 8–10 years for brain-computer interfaces, 5–8 years for humanoid robots, and 3–5 years for metal new materials, solid-state batteries, and hydrogen energy, with dynamic adjustments based on phased evaluations. Examining Jiangxi's practices reveals three primary dimensions: resolving the spatial mismatch of innovation elements, bridging the gap from laboratory to mass production, and eliminating the demand chasm for new technologies entering the market.

Resolving spatial mismatch through "enclave" models to borrow external brainpower. Central and western provinces face their greatest inherent weaknesses in frontier industries: insufficient high-end talent and basic research resources. Jiangxi's approach: rather than requiring every link to be completed locally, research and development is "flown out" while transformation and mass production are "brought back." After joining the Yangtze River Delta G60 Science and Technology Innovation Corridor Industrial Park Alliance, Jiangxi supports enterprises in building "talent enclaves" and "R&D enclaves" in cities like Shanghai and Hangzhou, forming a cross-regional collaboration chain of "R&D elsewhere, transformation locally, mass production within the province." This is complemented by a 30-billion-yuan new quality industry fund focused on early-stage projects, small and medium-sized enterprises, and hard technology tracks.

Currently, Brainco's "super factory" is under accelerated construction in the Ganjiang New Area, with a planned area of 14,300 square meters, targeting stable delivery of 10,000 units. The Ganjiang New Area has now gathered 17 quality projects including Brainco Technology and Lianji Intelligent, covering the entire industry chain from upstream chips, midstream algorithms, to downstream equipment.

Eliminating the demand chasm—the government as "first customer." A major dilemma for frontier industries is producing products with no first buyer. This is particularly acute in hydrogen energy adoption: insufficient infrastructure, low public awareness, and few application scenarios create a vicious cycle where no "first order" means no economies of scale, costs remain high, and markets fail to develop. To break this deadlock, in July 2025, Jiujiang issued 16 measures for the hydrogen industry, built the province's first hydrogen refueling station, launched the province's first hydrogen bus demonstration route, and deployed over ten hydrogen logistics vehicles. Leading enterprises including Jiujiang Petrochemical and Xinlianxin Chemical produce over 500,000 tons of hydrogen annually, providing abundant industrial by-product hydrogen resources. A data collection and training center has deployed over 100 robots, shipping approximately 5,000 complete machines in the first half of the year. Thirteen above-scale enterprises in the embodied intelligence field achieved 47.6% year-on-year revenue growth.

Differentiated Deployment Under "One Provincial Chessboard"

The effectiveness of institutions ultimately manifests in industry. In Nanchang, one detail stands out. Inside Longqi Technology's production workshop, four humanoid robot "employees" work deftly on the assembly line. Picking up materials and performing high-precision placement, each process takes just 18 seconds, handling approximately 300 products per hour. Even more impressive: they "self-correct"—when detecting positional deviations on the line, they proactively pick up items and reposition them. "The original workers have been reassigned to robot operations and maintenance, upgrading from general laborers to skilled technicians," said Li Long, general manager of Longqi Technology's robotics division. The world's first embodied intelligence 3C precision manufacturing line is operating here in orderly fashion.

Similar scenes are unfolding simultaneously across multiple Jiangxi cities. From the provincial capital Nanchang to northern Jiujiang, from western Xinyu to northeastern Shangrao, cities are pursuing differentiated development and orderly competition across the nine new tracks under the "one provincial chessboard" deployment. Zhaochi Co., Ltd. has built a complete optical communication industry chain in Nanchang, while Zhouming Technology and Jingneng Optoelectronics hold leading positions in the first tier of Mini/Micro high-end displays. Nanchang has incorporated frontier industry reform into the Municipal Party Committee Deep Reform Commission's work priorities and municipal government key tasks, implementing a "small team assault, main force advancement" working model. In Xinyu, Ganfeng Lithium's 20GWh solid-state energy storage project has been established. In Jiujiang, a 6GWh all-solid-state energy storage battery project is entering the production countdown, while the nuclear medicine field leverages Tianhong Research Reactor and nuclear application accelerators to drive full-chain development. In Shangrao, the embodied intelligence data industry innovation center is now officially operational, using a "real machine operation, scenario replication, virtual-real fusion" data collection system to be the first to close the commercial loop. In Gongqingcheng, the low-altitude economy manufacturing industrial park's first phase has achieved full occupancy, with 23 resident enterprises covering the entire industry chain and successfully being selected for the provincial frontier industry pilot test zone cultivation list.

In the first half of the year, Jiangxi's regional GDP reached 1,803.79 billion yuan, growing 4.0% year-on-year. The province's electronic information industry value-added grew 9.1% year-on-year, contributing 36.8% to industrial growth—the largest contribution of any industry to provincial industrial expansion. 3D printing equipment and industrial robot production grew 90.8% and 32.4% year-on-year respectively. Nanchang Sanrui Intelligent successfully listed, becoming the first listed company in China's drone power systems sector. New quality productive forces are accelerating from the cultivation phase toward the growth phase.

On August 12, provincial leaders conducted research in the Ganjiang New Area, inspecting Brainco Technology's "super factory." Leaders toured product displays, examined application scenarios in functional rooms, and demanded systematic thinking in laying out frontier fields, focusing on the upstream and downstream of the brain-computer interface industry to accelerate the clustering of quality enterprises and high-end projects, striving to build a brain-computer interface industry cluster and innovation hub with regional influence. The previous day, Zhang Li, president of the China Center for Information Industry Development, delivered a lecture in Jiangxi on "adapting measures to local conditions, forward-looking layout and development of frontier industries," analyzing global competitive dynamics and interpreting national top-level design. Attendees indicated they would anchor their direction, precisely position, concentrate resources on key tracks, and build a province-wide integrated development framework.

Looking back at Jiangxi's frontier industry breakthrough path, it fundamentally answers one question: how can a central province without dominant innovation resources secure a place in the new round of technological revolution? The answer lies in deep understanding of industrial development laws. "From 0 to 1," the greatest obstacles are often not technology itself, but the institutional barriers to innovation element mobility, the cost chasm from laboratory to mass production, and the demand barriers for new technologies entering markets. Jiangxi's institutional innovation precisely targets these three critical nodes.

It also lies in clear self-positioning. Rather than pursuing comprehensiveness, the province focuses on nine niche fields with foundations, potential, and room for concentrated assault. Rather than requiring all links locally, it uses "enclave" mechanisms to embed into the Yangtze River Delta innovation network, finding its position through collaboration. This strategic determination of "doing some things and not others" is the rarest quality in frontier industry development.

It lies in persistent institutional relay. From the 6th to the 10th Plenary Sessions of the 15th Provincial Committee, from six major fields to nine new tracks, from provincial top-level design to differentiated municipal implementation, the strategic planning has deepened step by step, layer by layer. This is not a fleeting trend but a planned, rhythmic, patient long-term practice.

The direction is clear; the time to advance is now. The brain-computer interface super-factory is under accelerated construction, humanoid robot production lines run at full speed, hydrogen buses traverse city streets, and solid-state battery projects enter their production countdown. These visible realities are progressively converting "planning blueprints" into tangible results. The province is strengthening confidence and taking proactive action, seizing the initiative and winning the advantage in new fields. This experiment in institutional innovation is far from its conclusion. And the answer Jiangxi is writing deserves continued attention.
