Shanghai has officially released a new strategic plan under its 15th Five-Year Plan for emerging industries, aiming to deepen the integration of satellite internet with Beidou navigation, sixth-generation mobile communications (6G), and artificial intelligence. The initiative is designed to accelerate the deployment of low-orbit communication satellite networks and promote the large-scale commercial application of satellite internet and Beidou services.
The plan, issued on August 26 by the Shanghai Municipal People's Government General Office, highlights the importance of advancing the "Qianfan Constellation" low-orbit communication satellite constellation and promoting the "Smart Sky Network" medium-orbit space-based telemetry, tracking, and control services. By leveraging these technologies, Shanghai seeks to position itself as a leader in space-based infrastructure and cross-sector innovation.
A major focus of the strategy is the development of commercial rockets. Efforts will be directed toward building a new generation of large-diameter, high-thrust reusable launch vehicles, alongside breakthroughs in key technologies such as high-thrust rocket engines, return control systems, and structural module design. These advancements are essential to support the high-density networking needs of low-orbit satellite constellations, with corresponding investments in assembly and supporting infrastructure.
In the satellite internet sector, the plan emphasizes the advancement of transparent forwarding low-orbit beam-hopping communication, inter-satellite laser links, spaceborne phased-array antennas, and flexible solar wings. It also calls for breakthroughs in large-scale, fully automated low-orbit orbital transfer deployment technologies. Research will prioritize the development of low-orbit satellite broadband network communication technologies that enable direct connectivity to mobile phones, as well as the advancement of ground user terminals and satellite terminal equipment. Additionally, the plan outlines the establishment of research platforms for ultra-precise, ultra-stable, and ultra-clean spacecraft, along with the construction of digital factories for mass satellite production.
Space services also feature prominently in the blueprint. Shanghai intends to strengthen capabilities in satellite communication, navigation, remote sensing, and telemetry, tracking, and command. Core technologies for on-orbit fault handling and fuel replenishment will be developed, and a comprehensive insurance framework covering rocket launches, satellite in-orbit operations, and third-party liability will be established. These measures aim to create a robust and resilient ecosystem for the city's growing space industry.
