Shanxi Province Allocates 2026 Central Infrastructure Budget for Rural Revitalization

On July 27, it was reported that the Shanxi Provincial Department of Finance has issued an official notice to allocate the 2026 central infrastructure investment budget indicators for the rural revitalization special program (focused on building beautiful and harmonious villages) to Yangcheng County, Xinjiang County, Jiang County, and Xiangfen County.

The funds are designated specifically for the construction of beautiful and harmonious villages, and the allocation will be included in the 2026 county-level budget execution. The specific projects, amounts, and account categories are detailed in the table below.

The Shanxi Provincial Department of Finance has clearly required the relevant counties to implement government procurement procedures, accelerate the pace of budget execution, and strengthen the supervision and management of funds to ensure the smooth implementation of project construction.

According to relevant management regulations, for infrastructure projects approved and established by the development and reform departments, the financial departments at all levels will no longer conduct budget reviews.

At the same time, Shanxi Province has implemented a dynamic fund adjustment mechanism for both central special transfer payments and provincial special transfer payments. In June, September, and November of each year, it will recover funds from the previous year's carryover and current year allocations that are progressing slowly, and reallocate them to regions with faster spending progress or use them for areas urgently needed for economic and social development.

For projects with a large amount of funds being pooled or those whose spending progress remains unsatisfactory after adjustment, the Provincial Department of Finance will cancel or reduce the budget scale in the next year's budget arrangements.

Regarding the protection of migrant workers' wages, the Shanxi Provincial Department of Finance emphasized that project authorities, construction units, and municipal and county governments must strictly adhere to the relevant documents of the Provincial Government Office on addressing wage arrears and ensuring the payment of migrant workers' wages. They must allocate labor costs in full to the dedicated bank accounts for migrant workers' wages as agreed, ensuring that the labor costs for government projects are transferred in full and on time in separate accounts.

Furthermore, the relevant counties need to conduct performance monitoring and other related work in accordance with the set performance targets, ensuring that the annual performance targets are achieved as scheduled and that fiscal funds are safe and effective.
