The Macau Special Administrative Region government officially unveiled its Third Five-Year Plan for Economic and Social Development (2026-2030) on August 18. Chief Executive Sam Hou Fai emphasized that this plan serves as both a roadmap and a blueprint for Macau's transition into a new phase of high-quality growth.

Over the next five years, the government will leverage four major infrastructure projects and a government-guided fund as key instruments to steadily advance moderate economic diversification. A central priority is the promotion of the "1+4" diversified industry strategy, targeting a milestone where non-gaming value-added output reaches roughly 60% of the region's Gross Domestic Product by 2030. This strategic shift underscores a deliberate move to reduce reliance on the gaming sector, signaling that the share of gaming revenue in Macau's GDP will continue its downward trajectory in the years ahead.
