The rally was primarily driven by two key regulatory announcements. The U.S. Environmental Protection Agency (EPA) formally signed and released a final rule that significantly relaxes Global Warming Potential (GWP) limits for multiple core sub-sectors, effectively extending the legal service life of third-generation refrigerants in the U.S. market. Concurrently, the UK's Department for Environment, Food and Rural Affairs announced a delay to its proposed steps for phasing down fluorinated gases.
Analysts note that these extended usage periods overseas provide stronger demand-side support for HFCs. Given that global HFC production capacity is predominantly concentrated in China with limited overseas supply, Chinese refrigerant producers like Dongyue Group, a major fluorine-silicon chemical materials manufacturer, are positioned to benefit significantly from the sustained industry tailwinds.
