The General Office of the Ministry of Transport has issued a notice regarding the implementation of the first batch of typical application scenario projects for "Artificial Intelligence + Transportation."

This initiative aims to deeply implement the decisions and deployments of the Central Committee of the Communist Party and the State Council, and to carry out the tasks outlined in key documents like the "Implementation Opinions on 'Artificial Intelligence + Transportation'" and the "Action Plan for the Innovation of Typical Application Scenarios for 'Artificial Intelligence + Transportation'." The goal is to leverage the diverse scenarios within the transportation sector to accelerate the large-scale innovative application of artificial intelligence in the field.

Project Submission Channels

Projects can be submitted through several channels. Provincial-level transportation authorities will organize and recommend local projects. Other eligible entities, including units directly under the Ministry of Transport, centrally-administered transportation enterprises, co-constructed universities, industry associations, and the transportation large model innovation and industry alliance, can also recommend projects. Industry enterprises, artificial intelligence companies, universities, and research institutes are encouraged to explore and submit projects through these channels.

Key Focus Areas

Submitted projects must align with the goals of integrated, safer, digital, and greener transportation development. They should correspond to the first batch of typical application scenario guidelines released in the Action Plan, which covers comprehensive transport, highways, and waterways. Projects should focus on core business pain points, aiming to create precise solutions with strong technical adaptability, significant application results, and high demonstration value. The expected outcomes include high-level model algorithms, high-quality datasets, high-standard intelligent agents or terminals, and advanced standard specifications.

Project Types

Projects are categorized into three types. Application and Promotion projects focus on mature technologies with clear demand to accelerate commercial deployment and create replicable solutions. Innovation and Demonstration projects focus on the systematic integration and application of mature technologies to enhance efficiency, typically led by the scenario owner. R&D Breakthrough projects target core technologies like algorithms and intelligent terminals, using real scenarios for testing and improvement, generally led by an artificial intelligence company.

Project Requirements

Projects must be driven by artificial intelligence technology, deeply integrated into transport business processes, and avoid mere "information-based" upgrades. They must target specific problems with a "small incision" approach, ensuring high relevance and tangible results. Multi-stakeholder collaboration between industry, academia, research, and users is required. Projects must set clear, quantifiable goals and produce verifiable, tangible outcomes. They should not be simple repackaging of existing projects.

Implementation Process

Applicants must submit a project proposal form detailing the overview, technical roadmap, implementation plan, objectives, and measures. The implementation period should not exceed two years. The Ministry will organize expert reviews to select the first batch of projects. A dynamic evaluation mechanism will track progress, with underperforming projects subject to rectification or removal from the list.

Policy Support and Incentives

The Ministry will establish an innovation achievement database for excellent projects, including algorithm models, datasets, and intelligent terminals, promoting them nationwide for cross-regional and cross-scenario reuse. Technical standards developed by projects will be prioritized for inclusion in national and industry standard-setting plans. Outstanding projects will be integrated into the comprehensive transportation large model system. Projects with significant innovation will be prioritized for inclusion in key national science and technology programs for the "15th Five-Year Plan" period and recommended for national-level awards and talent programs.

Submission Deadline

All recommending entities must submit electronic copies of the stamped project recommendation summary form and project proposals to tuyu@mot.gov.cn by August 31, 2026.
