According to a report, the Ministry of Industry and Information Technology and nine other departments recently jointly issued the Pharmaceutical Industry Development 15th Five-Year Plan, setting out a roadmap for the pharmaceutical sector over the next five years.
The plan proposes that by 2030, the cumulative number of innovative medical devices approved for market launch should be no fewer than 200, and in the field of intelligent medical devices, it explicitly supports treatment equipment including multimodal AI surgical navigation and positioning systems as well as specialized and lightweight minimally invasive interventional surgical robots.
This specific segment singled out for support in the intelligent medical device field is precisely the core business of Hong Kong-listed company TH MEDICAL-B (HKEX: 02697).
The company's percutaneous puncture surgical robots include four models: TH-S1, TH-S, TH-S Pro, and TH-SA. According to its interim report, all four models have obtained Class III medical device registration certificates from the National Medical Products Administration, the highest number of approvals among domestic peers. TH MEDICAL-B's products have entered more than 100 medical institutions and completed over 8,000 surgeries. According to data from China Insights Consultancy, in 2025 the company ranked first nationwide in both shipment volume and revenue in China's percutaneous puncture surgical robot market.
At the end of August, the company separately announced the signing of a sales contract worth nearly 100 million yuan for the sale of puncture surgical navigation and positioning systems, with products to be delivered successively in the near term.
In terms of regional layout, the plan proposes building a high-end medical device industry cluster in the Guangdong-Hong Kong-Macao Greater Bay Area and explicitly leverages institutional advantages such as the Hong Kong and Macao Medicine and Device Connect to create a globally renowned high-end medical device R&D center.
TH MEDICAL-B is headquartered in the Hengqin Guangdong-Macao Deep Cooperation Zone, positioning it within the Greater Bay Area's medical device R&D and manufacturing chain, and it can leverage Macao's platform and international resources to expand into overseas markets.
In addition, the plan lists deepening AI empowerment and upgrading as a key task and proposes building a trusted data space for pharmaceuticals and health as well as accelerating the development of vertical large models and intelligent agents for the pharmaceutical sector.
Surgical robots are an important direction for AI implementation in diagnosis and treatment. TH MEDICAL-B previously reached a strategic cooperation with the Tianjin Embodied Intelligence Innovation Center to jointly tackle challenges in areas such as robot vision and multimodal perception.
