Beijing Proposes Annual Subsidies Up to 300,000 Yuan for IP Pledge Loans

The Beijing Municipal Intellectual Property Office has recently drafted two documents for public consultation: the "Beijing Intellectual Property Support Fund Management Measures (Draft for Comments)" and the "Beijing Intellectual Property Financial Support Fund Implementation Measures (Draft for Comments)". These aim to accelerate the establishment of an integrated IP financial support system combining pledge financing, insurance protection, and securitization, thereby reducing overall corporate financing costs, stimulating technological innovation, and supporting the growth of innovative small and medium-sized enterprises in the city.

The proposed measures offer support across three key stages of IP pledge financing for local enterprises, with IP pledge loans eligible for annual interest subsidies of up to 300,000 yuan. The "Beijing Intellectual Property Support Fund Management Measures (Draft for Comments)" consolidates policies into five main categories: enhancing IP creation quality, promoting IP commercialization, improving IP protection capabilities, increasing IP service efficiency, and facilitating IP financial innovation. It also standardizes project application, review, and management processes, imposing time limits for approval, disclosure, and fund disbursement to expedite support delivery.

The "Beijing Intellectual Property Financial Support Fund Implementation Measures (Draft for Comments)" details the scope, conditions, and standards for financial support. For IP pledge financing, support is divided into three parts. First, interest subsidies for IP pledge loans: enterprises in Beijing that obtain such loans may receive subsidies covering up to 50% of actual interest paid, capped at an annualized rate of 1.5% of the loan amount, with a maximum annual subsidy of 300,000 yuan per enterprise. Second, comprehensive cost subsidies for IP pledge financing, including appraisal fees, guarantee fees, and other innovative costs: these are capped at 50% of actual expenses, with a maximum annual subsidy of 30,000 yuan per enterprise. Third, risk compensation for IP pledge loans: if loans provided by banks, guarantors, appraisers, insurers, or IP agencies become non-performing, compensation is offered to these institutions based on a portion of the risk they assumed.

For IP insurance, enterprises applying for domestic or overseas IP insurance receive subsidies at different rates for their first, second, and third applications. The annual subsidy per enterprise is capped at 200,000 yuan for domestic insurance and 800,000 yuan for overseas insurance. Additionally, for IP securitization, including asset-backed securities (ABS) and asset-backed notes (ABN), enterprises may receive subsidies covering up to 50% of actual financing interest, capped at an annualized rate of 3% of the financing amount, with a maximum annual subsidy of 2 million yuan per enterprise.
