Shuozhou City Market Regulation Bureau Conducts Cross-Inspection of Medical Device Safety

Shuozhou City Market Regulation Bureau has recently intensified oversight of medical device quality and safety across the entire supply chain, from distribution to clinical use. The initiative aims to standardize industry practices, strengthen grassroots enforcement capabilities, and ultimately safeguard public health when using medical devices.

In line with a directive from Shanxi Province's market regulator, the Bureau launched a comprehensive cross-inspection of medical device safety. The operation targets the identification and mitigation of potential risks while strictly penalizing any industry violations.

Strategic Planning and Targeted Risk Identification

The cross-inspection adopted a problem-focused approach for maximum impact. A team of six inspectors, split into three groups, deployed to various counties and cities. Their focus zeroed in on high-risk sectors, including medical aesthetics clinics, third-party medical institutions, medical device wholesalers and retailers, and hospitals of all levels. Each group examined five representative entities across two districts, covering both distribution and clinical use to ensure broad and targeted coverage. Throughout the process, local enforcement staff shadowed the teams for hands-on learning. The Bureau compiled a study guide, delivered real-time guidance, and effectively bolstered the practical skills of grassroots personnel.

Rigorous Audits, Closed-Loop Compliance, and Accountability

The inspection teams adhered to strict standards, meticulously auditing product certifications, purchase records, storage and transport conditions, sales and usage protocols, and quality management systems. A total of 15 entities were inspected, uncovering 43 issues. For each problem found, an on-site list was compiled and handed over to local authorities. Clear deadlines were set for corrective actions, and companies were required to rectify each issue, closing the loop. Any suspected illegal activities are being pursued according to the law, ensuring early detection, swift resolution of risks, and complete closure of all incidents.

Peer Learning, Skill Enhancement Through Inspections

This cross-inspection combined enforcement, learning, and capacity building. By using inspectors from different regions and involving both city and county personnel, it fostered an exchange of regulatory expertise. Officers shared best practices, discussed risk assessment methods, and debated complex enforcement challenges, integrating theoretical knowledge with practical application. The cross-regional benchmarking and mutual evaluations broadened the perspective of local regulators, addressed gaps in routine oversight, and significantly improved front-line staff's ability to identify risks, handle issues, and conduct precise regulation. This created a dynamic environment of learning and continuous improvement.

Moving forward, Shuozhou City Market Regulation Bureau will compile and analyze common issues and weaknesses identified during the inspections. It will use these findings to identify and rectify further gaps. The Bureau will maintain focused oversight on key areas, product categories, and entities, standardize the order of medical device distribution and use, and strictly combat all illegal activities to ensure the safety of medical devices for the public.
