At a recent press conference in Wenchang, Li Buhong, Deputy Party Secretary of Hainan Aerospace Group, outlined the company's strategic vision to leverage the Hainan Free Trade Port's favorable policies and open-market advantages for deeper international commercial space engagement.
Established in 2026 as a provincial wholly state-owned entity, Hainan Aerospace Group serves as the primary vehicle for executing national space missions, infrastructure investment, and construction within Wenchang International Aerospace City, while also acting as the core service provider for developing Hainan's commercial space industrial cluster.
Speaking at the "15th Five-Year Plan" launch series press conference held in Wenchang on the 17th, Li emphasized that the group's formation is crucial for advancing China's space strategy, accelerating the "launch site driving industry and technology" approach, and strengthening the coordinated development of launch sites, rockets, and satellites to expand Hainan's commercial space sector.
Wenchang is currently leveraging its space resources and development opportunities to build a world-class aerospace technology city and cultivate a commercial space industry valued at over one hundred billion yuan. The Hainan Commercial Space Launch Site has achieved 21 consecutive successful launches, with the "3+1+N" aerospace industry framework now taking shape.
Looking toward the "15th Five-Year Plan" period, Li stated that Hainan Aerospace Group will become the core growth engine for the province's commercial space industry and the rise of Wenchang International Aerospace City, supporting the high-quality development of the Hainan Free Trade Port through the cultivation of space-related new productive forces with distinctive Hainan characteristics.
The group will focus on four key priorities: first, strengthening core space operations by using the launch site to drive the industrial chain, fostering rocket, satellite, data, space tourism, and "space+" industries, and building a world-class commercial space investment holding company with comprehensive launch-to-reuse capabilities.
Second, increasing research and development investment to achieve technological self-reliance in space science, establishing a robust R&D growth mechanism, and promoting the integration of technological achievements with new productive force projects through partnerships like the joint aerospace intelligence academy with Hainan University.
Third, serving as the park's infrastructure platform to implement integrated industry-city development, including accelerating the construction of Wenchang International Aerospace City and attracting upstream and downstream companies across the rocket, satellite, and data chains.
Fourth, functioning as an international cooperation platform to deepen global commercial space exchanges, attract headquarters of commercial space enterprises, and develop new business models such as bonded satellite maintenance, international commercial launch insurance and arbitration, and space data trade.
With the continuous release of Free Trade Port policy dividends, Wenchang International Aerospace City is actively expanding international commercial space partnerships and positioning itself as a global hub for commercial space industry development.
Li noted that the group's medium-to-long-term goal is to achieve an AAA credit rating while building the capability to support major national launch missions and provide comprehensive commercial space industry services, with the ambition of becoming a world-class enterprise with global influence by 2035.
