It has established a tiered, closed-loop governance system, forging a path of high-quality regional development characterized by high industrial cluster capacity, strong corporate core competitiveness, robust public service guarantees, and a distinctive "Harbin Manufacturing" identity.

Establishing a Full-Chain Quality Service System

Pingfang District has overcome the traditional fragmentation of quality work across departments and services. Through three mechanisms—platform empowerment, proactive service, and smart supervision—it has shifted quality services from "enterprises seeking services" to "services seeking enterprises." The district has built an integrated online and offline service system, pioneering the first "one-stop" quality infrastructure service station in Heilongjiang Province. It has innovatively introduced diagnostic, customized, targeted, and platform-based service models. This involves regular enterprise visits for diagnostic universal services to comprehensively assess quality gaps; customized exclusive services based on industry attributes and development stages for precise empowerment; targeted key services for core production and R&D challenges to overcome bottlenecks; and platform-based smart services using digital tools to break down service barriers. Additionally, a quality service demand mini-program has been launched, enabling online collection, precise matching, and efficient processing of enterprise needs. The service philosophy has evolved to include proactive, enterprise-specific precision assistance, abandoning the passive "waiting for requests" approach. Through regular enterprise visits, the district accurately identifies needs in standards, metrology, inspection, and brand cultivation, creating tailored service lists to solve development issues point by point. Digital empowerment has deepened, with quality supervision integrated into the district's smart city development, forming a new model of "one supervision data center plus two standard systems." Using technologies like the Internet+, big data, and AI, supervision has shifted from post-event reactive handling to proactive preventive measures, effectively mitigating regional quality safety risks. By the end of 2025, the pass rate for routine monitoring of agricultural product quality and safety, food inspection, and manufacturing product quality all exceeded 97%, solidifying the quality safety baseline.

Pingfang District has adopted a gradient cultivation approach of "leading chain enterprises setting examples, supporting enterprises following up, and small and micro enterprises being covered." Focusing on core pillar industries like aviation components and auto parts, it has built a "three-in-one" quality coordination mechanism driven by chain leaders, platform empowerment, and standard leadership. Leading chain enterprises, such as AVIC Harbin Aircraft Industry Group Co., Ltd. and AECC Harbin Dongan Engine Co., Ltd., have driven the development of specialized supporting enterprises in the aviation industry by promoting a "small core, large collaboration" model. Over the past three years, the district has advanced 44 key aviation industry projects, including Guanglian Aviation Industry Co., Ltd.'s parts intelligent manufacturing and Harbin Xinhua Aviation Industry Co., Ltd.'s aerospace and ship supporting second-phase project. The quality platform, leveraging the "one-stop" service station, shares resources with small and micro enterprises, integrating high-end quality resources like chain leaders' testing centers and CNAS-accredited laboratories. This accelerates the construction of a shared quality service platform, precisely matching the technical needs of small and micro enterprises for targeted assistance. The outsourcing rate for aviation main engine factories has steadily increased, and the cultivation mechanism for small and micro enterprises is improving. The district actively cultivates national standard sample pilot units and national high-end equipment manufacturing standardization pilots, setting quality benchmarks to drive upstream and downstream enterprises in the chain to improve. It promotes intelligent and green transformation, with 25 enterprises recognized as national or provincial green manufacturing enterprises. With chain leaders as the "locomotive," service platforms as the "fuel station," and standard pilots as the "direction sign," the district has fostered a quality ecosystem for large, medium, and small enterprises to develop together. The aviation supporting industry cluster was recognized as a national-level SME characteristic industry cluster, the only one in Heilongjiang Province to achieve this.

Innovating Systems to Activate High-Quality Development Drivers

The industrial chain is the cornerstone of regional quality development. Based on its leading industry endowments, Pingfang District has innovatively established eight quality public service systems across four areas: industrial collaboration, brand globalization, live-streaming marketing, and intellectual property. This transforms quality services from single-issue supervision to systematic quality empowerment. To foster industrial collaboration, the district has created standard integration channels for quality co-building across the chain. As the only region in China with full-chain capabilities for helicopter and fixed-wing aircraft design, R&D, and manufacturing, it has 36 above-scale aviation industry enterprises. It has established systems for enterprise standard directory services and standard exchange learning, collecting over 230 enterprise standard items and dynamically updating reference directories for key industries. In May 2025, the district applied for a national pilot for high-end equipment manufacturing chain collaborative standardization, aiming to build a full-chain standard system covering aviation and new materials. For brand globalization, the district, as a core "opening to the north" hub in Heilongjiang, recorded an import and export volume exceeding 24 billion yuan in 2025, accounting for over 40% of Harbin's total. It has established systems for export certification path guidance and resource matching, as well as overseas market quality compliance risk prevention. It has compiled mainstream international certification processes and a "Key Export Product Certification Guidance Manual" to boost international competitiveness. To regulate the live-streaming industry, the district has established systems for product quality information transparency guidance and live-streaming marketing quality credit evaluation services. It has formulated "Key Points for Live-Streaming Product Quality Information Disclosure" and conducts annual compliance training for live-streaming bases and MCN institutions. For intellectual property, the district was selected as a national intellectual property strong county pilot in 2024, with cumulative patent authorizations reaching 8,849. It has established systems for cultural and creative product intellectual property quality services and regional cultural brand cultivation and protection. A joint intellectual property quality service workstation has been set up, implementing a "one brand, one policy" approach based on national brand evaluation standards. Fourteen enterprises have been included in the Heilongjiang Province Intellectual Property Advantage Enterprise List. Since the pilot work began, Pingfang District has resolved 260 quality issues, added 5 new quality benchmark enterprises, and now hosts national-level specialized and new "little giant" enterprises and manufacturing single champion enterprises, accounting for 27.8% and 28.6% of the province's totals, respectively. The district's GDP has grown by 6.5%, and the industrial added value of enterprises above the designated size has increased by 19.3%, continuously polishing the "Chain Gathering in Harbin South, Harbin Quality Manufacturing" regional quality brand. From building platforms for a dedicated chain quality service system, to establishing a "three-in-one" coordination mechanism, and then innovating systems to activate regional development momentum, Pingfang District has built a complete chain quality governance system centered on the industrial chain, with coordinated "Three Quality Strengths and One Foundation" efforts, progressive layers, and closed-loop efficiency. Moving forward, the district will continue to deepen quality-strong enterprise, chain, and district construction, further releasing the integrated efficiency of quality infrastructure, and contributing replicable and implementable "Pingfang Experience" and "Pingfang Model" for the high-quality development of industrial parks in Heilongjiang Province and across the country.
