A key component of the strategy involves enhancing policy backing through multiple financial channels, including the Shanghai Service Industry Development Guidance Fund, cultural and creative industry support funds, and special funds for service trade and outbound investment cooperation. The plan promotes the adoption of tailored financial products like the "Digital Advertising Loan" while reinforcing affordable computing power guarantees for advertising-focused large language models.
To better serve small and medium-sized advertising enterprises, the initiative aims to integrate public services covering policy consultation, talent development, copyright protection, and technology sharing, providing these businesses with low-cost and efficient support. Additionally, the plan calls for improved monitoring and evaluation systems, refining digital advertising statistical standards and the Shanghai advertising industry development index, while intensifying research on emerging issues to provide scientific backing for the sector's high-quality growth.
