At a State Council Information Office press conference held on August 26, themed around the 15th Five-Year Plan implementation and accelerating new industrialization, the Ministry of Industry and Information Technology (MIIT) laid out key regulatory measures for the automotive sector. Deputy Minister Xin Guobin highlighted that during the 15th Five-Year Plan period, the ministry will draft administrative regulations concerning the retirement of power batteries from new energy vehicles, a pressing issue for many consumers. These efforts include launching joint departmental enforcement actions to better regulate the recycling and reuse market, alongside the implementation of a digital ID management system for power batteries to ensure that each unit's source and destination can be fully traced.

By 2030, the ministry aims for the comprehensive utilization of retired power batteries to exceed one million tons. Xin also stressed the need to improve the governance system for the automotive industry. This involves advancing reforms in the group-based management of vehicle production qualifications, optimizing the industrial layout, and strengthening both the admission review for innovative product designs and the management of testing and verification processes.

Strictly prohibiting the market entry of any product that has not undergone thorough testing and validation is a key priority, according to the minister. He added that the ministry will intensify supervision and inspection of production consistency to better protect consumer rights and further standardize the industry's competitive order.
