Jinzhong City has unveiled its strategic agricultural roadmap for the upcoming 15th Five-Year Plan period, targeting a major milestone of surpassing 60 billion yuan in agricultural product processing sales revenue. The city also plans to elevate its national leading enterprises to more than ten by the end of this period.
The announcement was made by Li Zhe, a member of the Standing Committee of the Jinzhong Municipal Party Committee and Executive Vice Mayor, during a press conference focused on the city's development blueprint. Li, who also serves as the Party Secretary and Management Committee Director of the Jinzhong National Agricultural High-tech Industry Demonstration Zone, outlined the city's comprehensive strategy.
In recent years, Jinzhong has actively pursued a strategy of developing superior and distinctive agricultural products, with a strong emphasis on organic dry farming. These efforts have resulted in the creation of several distinctive industrial clusters and brands. The city has successfully established the Jinzhong National Agricultural High-tech Industry Demonstration Zone, two national agricultural modernization demonstration zones, three national modern agricultural industrial parks, and four national-level industrial strong towns.
Li emphasized that during the 15th Five-Year Plan period, Jinzhong will persist in integrating organic dry farming with the development of superior agricultural products. The city's approach will focus on five key areas: spatial planning, technological innovation, green and organic production, deep processing, and farmer services.
Regarding spatial planning, Jinzhong will leverage its geographical climate, industrial base, and resource endowments to create a "two zones and three belts" industrial layout. The "two zones" consist of the plain areas dedicated to large-scale cultivation and deep processing, and the eastern mountainous regions focused on leisure agriculture and ecological farming. The "three belts" include a 100-mile facility vegetable belt along the Fen River, a 100-mile forest and fruit economic belt in the hilly regions, and a 100-mile circular "grass-livestock-grain" industrial belt in the Taihang Mountains. The city will guide projects, capital, talent, and technology to concentrate in these areas, aiming to establish three new national-level industrial bases during the plan period.
To foster new quality productive forces, the city will leverage 28 national and provincial key laboratories within the Jinzhong National Agricultural High-tech Industry Demonstration Zone. Research will focus on the breeding and promotion of improved varieties such as corn and millet, as well as key technological breakthroughs in water-saving agriculture and hilly agricultural machinery. Additionally, the city will develop smart agriculture and the synthetic biology industry, utilizing the demonstration zone as a technological engine to empower the growth of superior agriculture.
In the realm of green and organic agriculture, Jinzhong will construct high-standard farmland in resource-rich areas, develop modern irrigated agriculture, and promote planting models like "two crops a year" and "three crops in two years" to increase grain yields and ensure food security. The city will also identify replicable and scalable models to establish green and organic agricultural demonstration bases, producing genuinely high-quality organic products with geographical indication status. These products are intended to access premium markets both domestically and internationally, catering to diverse consumer demands.
For deep processing, the city aims to move beyond the traditional model of selling raw grains and fresh fruits. By extending industrial chains and increasing added value, Jinzhong will activate its superior agricultural sector through deep processing. This strategy will transform its unique local specialty resource advantages into industrial and economic strengths. With the demonstration zone leading the way, the city will overcome processing technology bottlenecks, improve standard systems, strengthen the city-level regional public brands of "Nonggao Jinpin" and "Taihang Mountain Goods," cultivate and expand market players, and create processing industry clusters.
To strengthen farmer services, Jinzhong will establish a mechanism where industry proposes challenges, universities and colleges respond, and the agricultural high-tech zone facilitates pilot testing and maturation. This approach aims to accelerate the transfer of scientific and technological achievements from laboratories to the fields. The city will also build "1+N" modern agricultural service centers to provide integrated services covering improved seeds, fertile farmland, advanced machinery, and effective farming methods, helping to reduce costs and increase efficiency in agricultural production. Furthermore, new business models and formats such as "superior agriculture + culture," "superior agriculture + tourism," and "superior agriculture + health and wellness" will be developed, creating opportunities for farmers to increase their incomes and find employment locally.
