Leshan lays out its "Industry Strong City" development strategy for the 15th Five-Year Plan period, aiming to achieve a total industrial output value exceeding 400 billion yuan by 2030.
On August 11, 2026, a special press conference for Leshan was held in Chengdu as part of the "Thousands of Scenes in Sichuan: Starting in the 15th Five-Year Plan" series. Wei Yangdong, Director of the Leshan Municipal Bureau of Economy and Information Technology, detailed the city's industrial development plans. He stated that during the 15th Five-Year Plan period, the city will steadfastly implement the "Industry Strong City" strategy, systematically advancing the construction and strengthening of industrial chains around the "1234" work framework, striving to surpass 400 billion yuan in total industrial output value by the end of the planning period.
Leshan, a key node city in the Chengdu-Chongqing Economic Circle and a major industrial city in Sichuan Province, boasts a complete range of industrial sectors. It is also the birthplace of China's first piece of polysilicon and the first invention patent (the Hou's Soda Process). Wei Yangdong explained that over the next five years, the core of Leshan's efforts will be to build a clear, modernized industrial system by expanding the "225" advanced manufacturing clusters. This includes creating two 100-billion-level industrial clusters in photovoltaic storage and green chemicals, fostering two 50-billion-level industrial clusters in green building materials and food & light textiles, and strengthening five 10-billion-level industrial clusters in nuclear technology applications, rare earth new materials, equipment manufacturing, electronic information, and aerospace. Simultaneously, the city will proactively lay out future industries such as hydrogen energy, bio-manufacturing, and embodied intelligence.
Photovoltaic storage and green chemicals form the "fundamental base" of Leshan's industry and the core support for the 400 billion yuan industrial output target. In the photovoltaic storage sector, Leshan will focus on technological innovation and key materials, driving the iterative upgrade and integrated development of the photovoltaic and storage industries. Five of the global top 10 photovoltaic companies have already established operations in Leshan, creating a complete production capacity system of 410,000 tonnes of silicon material and 71 GW of ingot pulling and wafer cutting. In the green chemicals sector, Leshan will focus on three core tracks: green chemicals, chemical new materials, and electronic chemicals. The city will emphasize chain extension, strengthening, and pilot-scale conversion, pushing green chemicals towards refinement and high-end advancement, and building a global innovation hub for advanced materials led by silicon-based and phosphorus-based industries.
Leshan will promote the transformation of its manufacturing industry towards intelligence, green development, and integration. This will be achieved by using digitalization to empower industrial upgrades, green development to solidify the foundation of development, and integration to enrich industrial formats. By 2030, the city aims to create five or more national and provincial-level advanced manufacturing clusters, cultivate over 50 national and provincial-level green factories and green parks, implement a rolling series of technical transformation and upgrade projects, and establish a number of lighthouse factories, 5G factories, and smart factories.
To ensure the industrial development blueprint is effectively implemented, Leshan has introduced four major initiatives to systematically reinforce the foundation for industrial development across park carriers, market entities, technological innovation, and project attraction. For park construction, the city will coordinate specialized and distinctive park layouts, improve the county-level layout of provincial economic development zones, expand the carrying capacity of chemical industry parks, accelerate the construction of "six networks" for industrial supporting facilities, and facilitate enterprises to "move in with their luggage" and for projects to be quickly put into production. For market cultivation, the city will implement the "51050" enterprise tiered cultivation project, targeting the expansion of high-quality market entities, aiming to cultivate 5 enterprises with over 10 billion yuan in output value, 10 enterprises with over 5 billion yuan, and 50 enterprises with over 1 billion yuan, with the total number of industrial enterprises above the designated size exceeding 1,500. Leshan will simultaneously strengthen the role of science and technology as a core engine, building innovation platforms around the industrial chain, tackling key core technologies, improving the system for transforming research results from industry, academia, and research institutes, gathering professional scientific and technological talent, and deploying a number of national and provincial-level industrial innovation centers and enterprise technology centers. On the project side, the city will strictly implement the "six batches" evaluation and management mechanism, detail the entire industrial chain investment attraction map to precisely attract high-quality industrial projects, and lock in a hard target of annual industrial investment exceeding 35 billion yuan.
Wei Yangdong indicated that with the accelerated formation of the "225" advanced manufacturing clusters, Leshan will continuously enhance its position in the advanced manufacturing landscape of the Chengdu-Chongqing Economic Circle, better integrate into the integrated development of the Chengdu Plain Economic Zone, and play a greater role in serving the province's strategy of "Rejuvenating the Province through Industry and Building a Strong Province through Manufacturing."
