Harbin Bank Updates Board Line-up and Committee Leadership Structure

Harbin Bank Co., Ltd. (Harbin Bank) released an announcement on 16 July 2026 detailing the current composition of its Board of Directors and the allocation of roles across five specialised committees.

The Board now consists of nine members: • Executive Directors: Deng Xinquan (Chairman) and Yao Chunhe • Non-executive Directors: Du Xiaoquan, Jia Haining, Liu Peiwei and Cheng Shuai • Independent Non-executive Directors: Jin Qinglu, Chen Ming and Leung Sau Fan, Sylvia

Committee structure and leadership 1. Development Strategy Committee – chaired by Deng Xinquan. 2. Risk Management and Related Transactions Control Committee – chaired by an Independent Non-executive Director. 3. Nomination and Remuneration Evaluation Committee – chaired by an Independent Non-executive Director. 4. Audit Committee – chaired by an Independent Non-executive Director. 5. Consumer Rights Protection Committee – chaired by an Independent Non-executive Director.

All directors serve as either chairpersons (C) or members (M) across the five committees, ensuring diversified oversight and governance coverage in strategic planning, risk control, remuneration, audit supervision and consumer protection.

The announcement reiterates that Harbin Bank is a joint-stock company incorporated in the People’s Republic of China. It is not an authorised institution under the Hong Kong Banking Ordinance and therefore does not conduct banking or deposit-taking business in Hong Kong.
