The Tai'an City Civil Affairs Bureau recently released its 2025 Statistical Report on the Development of Civil Affairs, detailing progress in social welfare and community services. Guided by the principle of "empathy for those in need," the bureau implemented a "two-list" work mechanism to strengthen the social safety net and improve public service delivery, ensuring high-quality development across all civil affairs sectors.

Basic Social Security

The core of civil affairs' basic social security is to uphold the living standards of individuals facing hardship, encompassing areas such as social assistance, elderly care, child welfare, and disability benefits, ensuring vulnerable groups share in the fruits of reform and development. Last year, the city's basic social security was notably strengthened. By the end of 2025, Tai'an had 77,925 urban and rural residents receiving subsistence allowances, with total disbursements reaching 495 million yuan. A total of 24,753 individuals were classified as extremely poor, receiving 381 million yuan in assistance and support funds. The city provided living allowances to 30,739 people with disabilities and nursing care subsidies to 91,987 people with severe disabilities, totaling 239 million yuan in disability welfare funds. Additionally, the city supported 308 orphans, 1,717 children deprived of parental care, and 1,287 children in severe difficulty, spending 59 million yuan on child welfare services. Furthermore, 2,389 temporary assistance cases were handled efficiently, with 9 million yuan in emergency funds allocated to address sudden and temporary hardships.

Elderly Care and Aging Services

Elderly care services, crucial for the well-being of the aging population, represent a key livelihood project for social harmony and stability. Last year, the city's elderly care and aging services saw continuous optimization. By the end of 2025, Tai'an had 140 residential elderly care institutions, offering 21,255 beds, of which 16,042 were nursing-type beds, accounting for 75.5% of the total. This significantly enhanced the capacity for professional elderly care. Concurrently, elderly welfare policies were fully implemented, with 33,892 people receiving subsidies for economically disadvantaged seniors and 165,013 people receiving old-age allowances. Total elderly welfare expenditures reached 95 million yuan, effectively improving the sense of fulfillment and happiness among the elderly population.

Social Organizations and Public Welfare

The city's social organizations and public welfare charities developed healthily, with the strength of social welfare forces continuing to grow. By the end of 2025, Tai'an had 3,747 registered social organizations, including 1,524 social groups, 2,208 private non-enterprise units, and 15 foundations. The total number of charitable organizations reached 86, creating a more robust atmosphere for public welfare. The public welfare utility of welfare lottery funds was fully realized. The city's welfare lottery sales totaled 472 million yuan, raising 51 million yuan in locally available public welfare funds. A total of 66 million yuan in welfare lottery funds from the city and higher levels were allocated, with 34 million yuan directed towards elderly care service development and 32 million yuan for other social welfare projects.

Standardization of Public Services

The standardization of civil affairs public services has been continuously improved. The city currently operates 6 marriage registration agencies, all of which have been recognized as "National 3A-Level Marriage Registration Agencies," providing the public with high-quality and convenient services. In 2025, the city processed 18,126 marriage registrations and 6,723 divorce registrations, ensuring efficient and orderly marriage registration services.
