A delivery rider recently posted a video claiming that entering the Shuangfeng Yayuan community in Loudi, Hunan, to make a delivery required a fee, and without payment, entry was blocked.
The Jinkai Subdistrict Office responded to inquiries, explaining that this community has no property management company. The fee is collected by cleaning staff hired by the residents themselves, who also manage the gate at night. Even residents of the community must pay a fee for entry or exit after midnight, with the collected funds used as wages for these staff members.
Subdistrict officials stated that the rule is not specifically aimed at delivery riders, and on the day in question, the rider was not actually charged. Currently, the community has adjusted its measures, with all delivery orders now left at the main gate for residents to pick up themselves. The subdistrict is also in discussions with the community to find a solution.
