On August 7, the Shaanxi Provincial Development and Reform Commission announced the establishment of the "one institute, one center" initiative, comprising the Shaanxi Provincial Low-Altitude Economy Industry Research Institute and the Shaanxi Provincial Low-Altitude Equipment Joint Experiment and Testing Center. This launch ceremony was witnessed by leading universities including Xi'an Jiaotong University, Beihang University, Northwestern Polytechnical University, and Xidian University, along with over 60 enterprises in the low-altitude economy sector.
The "one institute, one center" projects are driven by the provincial development and reform commission and built upon the research foundation of the provincial state-owned enterprise Shaanxi Electronics and Information Group Co., Ltd. The institute will leverage the province's industrial base by integrating the full-chain innovation resources of Shaanxi Electronics and Information Group. It will collaborate with universities and upstream and downstream enterprises to focus on technological research in areas such as communication navigation, surveillance monitoring, flight safety, intelligent networking, countermeasures, and flight management data centers for the low-altitude sector. The goal is to create an integrated innovation platform combining "R&D production, testing and inspection, collaborative innovation, and ecological operations," thereby opening the entire chain from "technology development to product launch and market promotion." This platform will provide decision-making support for the province's low-altitude economic industrial layout, pilot projects, safety management, and upstream and downstream supply chain coordination.
The center will benchmark against industry-leading testing standards by integrating testing resources from universities and research institutes. Operating under a "one center plus multiple branches" model, it will establish a one-stop joint testing platform. This platform aims to provide authoritative, efficient, and cost-effective testing verification and flight test support for low-altitude equipment enterprises across Shaanxi Province and the broader western region of China.
Ma Yao, Deputy Director of the High-Tech Equipment Department at Shaanxi Electronics and Information Group, explained that the center currently possesses a comprehensive testing system covering semiconductor devices, electronic components, electromagnetic compatibility, environmental reliability, and optoelectronic detection. It can conduct tests based on domestic and international standards for various low-altitude products, including low-altitude equipment, airborne communication, navigation and surveillance devices, ground command and control base stations, aircraft core components, and intelligent flight control systems. Services offered include physical and chemical property testing of components, board-level functional verification, whole-machine performance testing, outdoor flight test verification, environmental and reliability testing, and electromagnetic compatibility testing. Subsequently, the center will expand its services to include deep-level low-altitude comprehensive support, providing R&D verification, quality inspection, airworthiness assistance, and technical consulting as an integrated support package for all types of low-altitude equipment manufacturers.
