China's top industry regulator has outlined a comprehensive blueprint to accelerate the growth of emerging sectors, positioning them as the primary engines for industrial upgrading and economic modernization. The Ministry of Industry and Information Technology (MIIT) announced a multi-pronged action plan designed to fast-track the large-scale development of new industries, bolster their global competitiveness, and cultivate a new generation of pillar industries.
Yao Jun, Director of the MIIT's Planning Department, detailed the strategy during a State Council Information Office press conference, emphasizing four key pillars: technological breakthroughs, infrastructure development, application scenario cultivation, and ecosystem optimization. The ministry will intensify efforts to achieve decisive progress in core technologies across critical fields, including integrated circuits, industrial machine tools, high-end instrumentation, basic and industrial software, advanced materials, and biomanufacturing, with a focus on addressing weaknesses in the supply chain.
On the infrastructure front, the MIIT plans to optimize the layout of manufacturing innovation centers and pilot testing bases to fill gaps in the supply of key generic technologies. The initiative will spotlight leading enterprises and parks within strategic sectors such as next-generation information technology, new energy, new materials, intelligent connected vehicles, robotics, biomedicine, high-end equipment, and aerospace. The goal is to establish a benchmark for the entire emerging industry ecosystem.
Looking ahead to 2035, the ministry has set ambitious targets to cultivate approximately 100 demonstration parks and 1,000 leading enterprises that excel in product development, technological innovation, business model evolution, and management efficiency. These entities are expected to serve as models for industrial cluster development, collaborative innovation, and governance improvement.
Recognizing application scenarios as the crucial bridge connecting technology with industry, the MIIT will launch large-scale demonstration projects for new technologies, products, and scenarios. This includes accelerating the deployment of major use cases such as "5G+," "AI+," "Robotics+," "Industrial Internet+," and "BeiDou+." The ministry will establish mechanisms for selecting landmark projects and publishing lists of new technologies and products to facilitate supply-demand matching and drive the commercialization of innovations in real-world environments.
The announcement comes amid a surge in China's artificial intelligence sector, which is increasingly contributing to economic growth. As of the end of June, the nation's intelligent computing power reached 2,185 EFLOPS, supported by over 70 high-speed computing channels built around major computing hubs. Domestic open-source models have gained significant global traction, offering cost-effective solutions to a growing international user base.
MIIT Vice Minister Xin Guobin highlighted that AI applications now permeate the entire manufacturing value chain, from R&D and design to production, quality inspection, and operations. For the 15th Five-Year Plan period (2026-2030), the ministry will adopt an application-driven approach to foster AI innovation, focusing on three main areas.
In terms of supply, the priority is solidifying the technological foundation by supporting R&D in high-end training chips and multimodal algorithms. The ministry will also advance frontier technologies like brain-inspired intelligence and world models, while pushing for the iteration of intelligent terminals such as humanoid robots and brain-computer interfaces. Development of intelligent mining machinery, agricultural equipment, and smart medical devices will also be prioritized.
Regarding applications, the focus will shift to identifying high-value scenarios across different industries. The MIIT will explore a new cultivation model based on "one industry, one map; one scenario, one file," and implement special actions to nurture application service providers. By distilling the manufacturing sector's accumulated expertise, the ministry aims to launch a series of lightweight, low-cost, and easily deployable industry solutions that are both accessible and practical for businesses.
Addressing safety, Xin emphasized the need to effectively mitigate risks in line with the government work report's call to improve AI governance. The ministry will strengthen AI safety risk monitoring, information sharing, and notification mechanisms, while building robust databases for AI product security vulnerabilities. Continuous technological research into deep synthesis detection, model algorithm security, and value alignment will ensure that AI remains both beneficial and under human control.
