China Everbright Water Limited (U9E) said it signed termination agreements on Jun, 5 2026 to cancel the concession for Phase II and Phase I upgrading of the Zhangcun River wastewater treatment plant in Qingdao, Shandong province.
The concession, originally announced on Mar, 13 2024, would have given the company exclusive rights to invest in, build and operate the plant. The project was shelved after changes to China’s public-private partnership rules and the release of Guiding Opinions on Standardising the Implementation of the New Mechanism for Public-Private Partnership (Letter No. 115 [2023]).
Under the termination deals, all parties release each other from future obligations and the group will be reimbursed for expenses already incurred. No project company had been formed, and the board said the cancellation will not materially affect existing operations or finances.
Qingdao Environmental Energy, a substantial shareholder of Everbright Water (Qingdao) and therefore a connected person at subsidiary level, and the Laoshan Urban Management Bureau were the other parties to the agreements.
The company noted that the termination triggers announcement requirements under the Singapore Exchange and Hong Kong Stock Exchange listing rules, but has no impact on its status as a listed entity.
