A ceremony marking the establishment of the Shaanxi Province Low-Altitude Economy Industry Research Institute and the Shaanxi Province Low-Altitude Equipment Joint Testing and Calibration Center, collectively known as the "One Institute, One Center," was held recently. The event, witnessed by over 60 enterprises in the low-altitude economy sector along with universities including Xi'an Jiaotong University, Beihang University, Northwestern Polytechnical University, and Xidian University, was announced on August 7 by the Shaanxi Provincial Development and Reform Commission.
Driven by the provincial development and reform commission, the "One Institute, One Center" is built on the scientific research foundation of the provincial state-owned enterprise Shaanxi Electronics and Information Group Co., Ltd. The "One Institute" will leverage the province's industrial base, integrating the full-chain innovation resources of Shaanxi Electronics and Information Group. It will collaborate with universities, research institutes, and upstream and downstream enterprises to focus on technological research in areas such as communication navigation, surveillance monitoring, flight safety, intelligent networking, countermeasures, and flight management data centers. The goal is to create an integrated innovation platform for "R&D and production, testing and verification, collaborative innovation, and ecosystem operation," thereby establishing a complete chain from "technology development to product launch to market expansion." This will provide decision-making support for the province's low-altitude economy industrial layout, pilot projects, safety management, and upstream and downstream industrial chain coordination.
The "One Center" will benchmark against advanced industry testing standards, combine the testing resources of universities and enterprises, and adopt an operational model of "one center and multiple branches." It aims to create a one-stop joint testing and verification platform, offering authoritative, efficient, and cost-effective testing, validation, and flight trial support for low-altitude equipment enterprises across the province and the broader western region. According to Ma Yao, Deputy Director of the High-Tech Equipment Department at Shaanxi Electronics and Information Group, the "One Center" currently possesses a comprehensive testing and calibration system covering semiconductor devices, electronic components, electromagnetic compatibility, environmental reliability, and photoelectric detection. It can provide services for various low-altitude products, including component physical and chemical performance testing, board-level functional verification, complete machine performance testing, outdoor flight trial verification, environmental and reliability testing, and electromagnetic compatibility testing, in accordance with domestic and international standards. In the future, it will further develop comprehensive low-altitude support services, offering integrated support for R&D verification, quality inspection, airworthiness assistance, and technical consulting to all types of low-altitude equipment manufacturers.
