Heilongjiang Province has been accelerating the high-quality development of its agricultural product processing industry, building a new modern agricultural development ecosystem that transitions from a "major agricultural granary" to an "industrial kitchen" and ultimately to a "market dining table." In 2025, the province's agricultural product processing revenue reached 461.47 billion yuan.
In terms of structural layout, Heilongjiang has classified and developed five key industries and seven characteristic industrial clusters, with the agricultural product processing conversion rate rising from 65% in 2022 to 75.1% in 2025. Regarding business entities, the province has coordinated efforts to cultivate leading enterprises, support technological upgrades and transformations of existing companies, and attract external projects, resulting in 2,246 large-scale agricultural product processing enterprises by 2025.
On the branding front, more than ten deep-processed products have filled gaps in the provincial market. Recently, Zhaodong Xinghu Biotechnology Co., Ltd. completed a core biological fermentation technological upgrade, becoming a backbone enterprise in the corn biological fermentation industrial cluster in Zhaodong City, Suihua City, Heilongjiang Province. The company's deputy general manager, Huang Yuzhao, stated that the enterprise will further extend its industrial chain and optimize its product structure.
Currently, Zhaodong City has cultivated a number of leading corn industrialization enterprises, forming an industrial cluster covering more than 20 products, including alcohol and food additives. The newly issued "Three-Year Action Plan for High-Quality Development of Deep Processing of Agricultural Products in Heilongjiang Province (2026-2028)" focuses on grain and oil, livestock and poultry, and high-value-added specialty industries.
The plan aims to continuously enhance the quality, efficiency, and market competitiveness of the agricultural product processing industry through measures such as industrial iteration and upgrading, transformation and application of achievements, industrial scale improvement, optimization of industrial supporting facilities, marketing breakthroughs, and professional talent empowerment. The goal is to achieve a proportion of over 45% for deep, precision, special, and new processing of agricultural products by 2028.
Liang Huiling, Deputy Secretary of the Heilongjiang Provincial Party Committee and Governor of the province, stated that Heilongjiang will implement a new round of three-year actions for the high-quality development of deep processing of agricultural products, fully leveraging the potential of "grain head, food tail," "livestock head, meat tail," and "agriculture head, industry tail" to drive modern agriculture toward the high end of the industrial chain and value chain.
