The provincial Intellectual Property Office and the provincial Economy and Information Technology Department recently jointly released the first batch of "light, fast, good and economical" benchmark application cases for data intellectual property across the province. Five cases from China Digital Security Harbor were successfully selected, with the recognized entities being Wenzhou Data Group (two items), Dongjing Technology, Wenzhou Eye Optometry Hospital, and Yuntong Shuda, covering four major fields: healthcare, digital finance, intelligent manufacturing, and smart transportation. This represents another concentrated showcase of Digital Security Harbor's efforts to serve the real economy through data intellectual property.

Since being approved as a data intellectual property pilot zone in July 2024, Ouhai District has leveraged Digital Security Harbor's first-mover advantage in data element agglomeration, comprehensively advancing factor guarantees, value transformation, and service ecosystem construction to better utilize data elements and strengthen the development and exploitation of intellectual property data resources. It was successfully selected as a provincial intellectual property "micro-reform" innovation pilot, awarded as an outstanding practice in provincial system reform and innovation, and three cases including "static gesture recognition data based on single-frame images" were selected as provincial-level typical cases.

In recent years, Ouhai District has consistently treated the development and exploitation of data intellectual property resources as a key priority, establishing a dedicated working group for regular research and consultation, forming a work pattern of coordinated vertical linkage and layer-by-layer implementation. At the same time, it has introduced industrial support policies such as the "Development Opinions of Ouhai District on Supporting Digital Security Harbor in Conducting Data Intellectual Property Ecological Experiments" and the "Several Policy Opinions of Ouhai District on Accelerating High-Quality Development in the Market Regulation Field." Multiple departments coordinate their efforts to build a rights protection system covering the entire lifecycle of data intellectual property. The district pioneered nationwide the "four certificates processed together" model encompassing data security compliance review certificate, data property rights certificate, data intellectual property certificate, and data asset certificate, achieving one-stop service for "acceptance, review, and issuance," compressing the processing cycle by 60% and accelerating the release of institutional benefits.

To break through financial bottlenecks, Ouhai established a "Digital Security Loan" financial product credit model covering four major dimensions and eleven detailed standards, approving and issuing credit enhancement financing exceeding 270 million yuan, opening a new financing channel for asset-light enterprises. Relying on the Wenzhou Trading Center online platform, it created a data intellectual property zone, interconnecting with 23 data trading institutions nationwide, with over 7,000 data intellectual property items listed cumulatively. Among them, the "myopia prevention and control clinical diagnosis and treatment and medical resource data" from the Eye Optometry Hospital affiliated with Wenzhou Medical University achieved a transaction value exceeding one million yuan. Taking the opportunity of advancing the provincial data asset management pilot, Ouhai established unified standards for data asset value assessment, promoting the inclusion of data products into corporate financial statements according to the "one product, one price code" approach, realizing the value transformation from data to product to asset.

Ouhai also focuses on service guarantees, cooperating with the provincial Intellectual Property Research and Service Center to jointly build the Digital Security Harbor one-stop service platform, unifying review standards, cultivating a professional reviewer team through targeted training, and cumulatively guiding the registration of 285 data intellectual property items. The "digital intelligent green wave scenario green wave recommendation data" won the third prize in the Other Intellectual Property Award (Data Intellectual Property) of the Provincial Intellectual Property Award. It introduced four professional service institutions including the leading science and innovation big data enterprise Qizhidao, opened the "Digital Security Harbor - Shuzhitong" green channel, promoted key enterprises such as Meiri Hudong to enter the fast-track registration channel, and provided enterprises with full-process companion services covering "registration guidance - financing connection - data monetization." It established the Digital Security Harbor Intellectual Property Office, launched the district data intellectual property joint protection workstation, and coordinated with Digital Security Harbor's "one tribunal, one court, one office, one team, one center" to jointly handle 1,598 data resource-related cases cumulatively, concluding 1,563 cases, providing enterprises with a full-process legal service guarantee system covering pre-event guidance, in-process mediation, and post-litigation consolidation.

Next, Ouhai will take the construction of the data intellectual property ecological pilot zone as its starting point, continuously advance the integrated registration of data intellectual property and data property rights, pioneer exploration in areas such as cross-regional certificate mutual recognition and registration standard coordination, continuously optimize policy guidance and service guarantees, and promote the leap of data intellectual property work from "regional pilot" to "provincial paradigm," providing more solid support for advancing Wenzhou's construction as a strong intellectual property city.
