Data from the Department of Natural Resources of Jiangsu Province reveals that the province's gross ocean product (GOP) reached 1,084.38 billion yuan in 2025, marking a year-on-year increase of 6.7% calculated at comparable prices. This growth rate exceeded the provincial GDP growth by 1.4 percentage points and the national ocean economy growth by 1.2 percentage points, indicating a continued strengthening of the marine economic momentum.
Notably, Jiangsu's strength as a major manufacturing hub was fully leveraged. The marine shipbuilding and offshore equipment manufacturing sector performed exceptionally well, achieving a combined added value of 117.98 billion yuan, a 6.5% increase year-on-year, ranking first in the country and serving as a key driver of marine economic growth.
The supporting role of the ocean economy for the provincial economy continued to strengthen in 2025. The ocean economy's share of the provincial GDP rose to 7.6%, and its contribution to GDP growth increased to 9.8%, up by 0.1 and 2.2 percentage points respectively compared to the previous year.
In terms of industrial structure, the primary, secondary, and tertiary marine industries accounted for 2.9%, 45.4%, and 51.7% of the GOP respectively. The proportion of the tertiary sector increased by 0.5 percentage points from the previous year, further solidifying the "tertiary-secondary-primary" industrial pattern and highlighting an accelerated integration of modern services and advanced manufacturing.
Advanced manufacturing led the nation, with the marine economy's vitality on full display. Jiangsu's manufacturing prowess was fully utilized. The shipbuilding completion volume, new orders received, and order backlog—three major shipbuilding indicators—all remained at the forefront nationally. Ship exports grew by 37% year-on-year, with export scale ranking first in the country. The marine transport sector also saw steady growth, achieving an added value of 130.66 billion yuan in 2025, a 10.4% increase.
Emerging industries accelerated their development, fostering new productive capacities in the marine sector. Jiangsu's marine pharmaceuticals and bio-products industry grew rapidly, with its added value increasing by 10.2% in 2025 compared to the previous year. The installed capacity of marine power generation continued to expand, with the cumulative grid-connected capacity of offshore wind power increasing by 14% year-on-year in 2025, maintaining the top position nationally. Efforts to cultivate innovative entities persisted, with 152 new specialized, sophisticated, distinctive, and innovative "little giant" enterprises related to the marine sector added in 2025, a 28.6% year-on-year increase.
Resource element support was robust, and ecological protection and restoration achieved significant results. In 2025, the province allocated a total of 791,900 mu of sea area for various projects, stimulating investment of approximately 31.396 billion yuan. Throughout the year, an additional 17.6 kilometers of coastline was ecologically restored, raising the province's natural coastline retention rate to 37.1%, exceeding the target set by the national government.
