FTSE Russell announced the preliminary annual reconstitution list for the Russell 3000 Index on Tuesday, indicating several changes for companies in the utilities sector. According to the announcement, North American environmental services leader GFL Environmental Holdings Inc. is slated for inclusion in the index, while environmental technology firm Arq is on the preliminary list for removal.
GFL Environmental Holdings Inc. is the fourth-largest diversified environmental services company in North America, operating across Canada and 18 U.S. states with approximately 15,000 employees. The company is dually listed on the New York Stock Exchange and the Toronto Stock Exchange under the ticker GFL. Its inclusion in the Russell 3000 Index is expected to attract passive buying from index funds, potentially enhancing its market liquidity and institutional investor interest.
Information shows that GFL's core business includes solid waste collection, management, and recycling, along with landfill, transfer station, and material recovery facility operations. The company has expanded its footprint through a series of strategic acquisitions in recent years and completed a partial divestiture of its environmental services business line in March 2025 to optimize its asset structure.
In contrast, Arq faces potential removal from the index. Arq is an environmental technology company focused on selling activated carbon-based solutions for air, water, and soil treatment in the U.S. and Canada. Its product range includes granular and powdered activated carbon, widely used in water treatment, groundwater remediation, and air emission control. The company was formerly known as Advanced Emissions Solutions and merged with Arq in August 2022.
Analysts note that the annual reconstitution of the Russell indexes typically takes effect in June. Inclusion in an index can lead to passive fund inflows for the relevant companies, while removal may result in selling pressure. This rebalancing involves multiple companies in the utilities and environmental sectors, and market participants will closely monitor the stock performance of the constituents around the official adjustment date.
The Russell 3000 Index is a broad U.S. market benchmark comprising the 3,000 largest stocks by market capitalization. It undergoes an annual reconstitution each June, serving as a critical reference for passive funds tracking the index to adjust their portfolios. Following the release of the preliminary adjustment list, the affected stocks have experienced varying degrees of price movement.
