As a major grain-producing city, Beian today retains its unique agricultural resources locally and utilizes them to the fullest, with a vibrant industrial transformation from "raw grain export" to "deep processing for added value" now in full swing.

Chain Development Drives Diversified Growth

Agriculture without processing is an empty endeavor; an industry without a chain faces difficulties on both ends of profitability. Extending, supplementing, and strengthening industrial chains is the fundamental solution for breaking through in agricultural product deep processing. In recent years, Beian has strengthened its leading industrial chains for "rice, beans, dairy, meat, geese, and specialty products," shifting from raw grain export to whole-chain value addition. It is cultivating a superior corn industry, establishing a circular chain, building a strong soybean industry to capture the high end of the value chain, and developing a comprehensive goose industry with chain-based processing.

In recent days, the processing workshops at Beian Xiangyu Jingu Biochemical Technology Co., Ltd. have been humming with activity as its annual 50,000-ton bio-feed project smoothly entered the production phase. Company manager Liu Zhilong explained that this project employs nationally leading solid-state fermentation and drying processes. It uses corn raw materials and synergistic bacterial-enzyme fermentation technology to produce low-moisture feed, solving problems related to storage, transportation, and preservation. The organic acids, antimicrobial peptides, and other functional substances generated during fermentation can regulate the intestinal micro-ecological balance of animals, reducing disease incidence and breeding costs, thereby addressing a key shortfall in the high-value conversion of the corn industry chain.

As a primary corn-producing area in the province, Beian possesses superior grain resource endowments. Since its establishment in Beian in 2015, Beian Xiangyu Jingu Biochemical Technology Co., Ltd. has focused deeply on the corn deep processing sector, with an annual corn processing capacity exceeding one million tons. It produces a comprehensive range of products including starch, corn gluten meal, and corn germ oil, while simultaneously strengthening upstream and downstream industrial extensions to form supporting industrial clusters.

Industrial Integration Boosts Development Momentum

Planning development based on agriculture, yet thriving industries beyond it. The key for Beian to overcome the "value depression" typical of major grain-producing cities lies in exploring a high-quality development path characterized by mutual promotion between agriculture and industry and diverse symbiosis.

During the 10th China-Russia Expo, badminton shuttlecocks produced in Beian gained high popularity due to their excellent quality, with many merchants extending offers of cooperation. Who would have imagined that the emergence of this new sports goods brand originated from a story of turning waste into treasure? Beian's goose breeding and slaughtering industry has reached a preliminary scale, but the high-quality knife feathers remaining after slaughter mostly had to be sent elsewhere for processing, failing to fully realize the value of these premium local resources.

Beian is delving deep into the potential of the entire goose industry chain, creating a full chain encompassing "breeding—slaughtering—meat processing—down selection—badminton manufacturing." It has introduced a globally leading down enterprise and is building the largest goose down selection and badminton production base in Northeast China, with an annual production capacity of up to 6 million shuttlecocks.

Furthermore, Beian integrates three industrial formats to continuously broaden application scenarios. Leveraging storage and processing scenarios, it builds foundational formats, with multiple storage projects accelerating construction. Relying on green agriculture scenarios, it integrates reclamation and local resources to jointly build a green and organic industrial ecosystem, with 11 characteristic agricultural products selected for the provincial "Black Soil Premium Products" list. Utilizing logistics hub scenarios, it smoothes supply and marketing links. It has built the Heihe Logistics Cloud Valley·Beian International Land Port, integrating formats such as cold chain logistics to Russia, smart distribution, and chain supermarkets. It has also constructed a hundred new intelligent fruit and vegetable greenhouses, forming an industrial model where service and supply chains drive production and processing chains.

The "Full Park Project" Cultivates Fertile Ground for Growth

"Having been rooted in Beian for over a decade, the rapid development of our enterprise is attributable to the region's high-quality agricultural resources and industrial foundation, and even more so to its excellent business environment. Provincial and municipal governments at all levels have actively helped us coordinate and resolve practical issues regarding approvals, labor, and financing, allowing us to develop with great peace of mind and comfort," said Zhang Liang, Executive Deputy General Manager of Beian Xiangyu Jingu Biochemical Technology Co., Ltd.

How can enterprises feel at home upon arrival and develop upon commencing production? This requires a competent and enthusiastic "general manager." Beian strengthens park empowerment, revitalizes resource factors, and stimulates industrial innovation vitality. It has deeply implemented the "Full Park Project," signing and landing 64 agricultural product processing projects in the past three years. It guides leading enterprises like Jiusan Group in their "digital transformation and intelligent upgrading," developing high-value-added new products such as organic soy foods and infant formula, and has successfully cultivated 8 high-tech enterprises. It innovates models like "government-court linkage" and "resource integration leasing," revitalizing 14 idle assets and landing projects such as Quanzhongquan Soda Water and Yivike Bio-fertilizer.

"We advance the 'Full Park Project' through investment attraction and nurturing local enterprises. By 2025, our park will have landed over 20 deep processing projects for agricultural products," said Han Hongzhong, Deputy Director of the Beian Economic Development Zone. He added that the park has also newly built an Agricultural Science and Innovation Industrial Park, creating a "ready-to-move-in" platform, with three agriculture-related enterprises having already achieved the landing of scientific and technological achievements.

Over the past three years, Beian's total investment in agricultural product deep processing projects has reached 8.96 billion yuan, with 16 new projects each valued over 100 million yuan. Its GDP has increased from 13.51 billion yuan to 17.02 billion yuan, and the agricultural product processing conversion rate has reached 87.5%. This year, it was approved as a National Rural Comprehensive Reform Pilot County and a National Agricultural Modernization Demonstration Zone.

Looking ahead, Beian will accelerate the advancement of its industries towards agglomerated layout, high-end processing, intelligent production, and green transformation, contributing to the high-quality development of the province's agricultural product deep processing industry.
