The recent release of the Action Plan for Advancing "Station-Industry-City" Integrated Development in the Binhai Airport Station Area (referred to as the "Action Plan") marks the start of a comprehensive push to integrate the area's station, industry, and city functions. This initiative aims to leverage the area's unique advantages.
By centering on the Binhai Airport Station's combined air-rail hub, which connects two major cities, the plan seeks to transform passenger traffic from this transit hub into assets for industrial clustering, talent attraction, and urban growth. The goal is to establish a high-end, international development model for the Binhai Airport Station Area, thereby playing a key role in the coordinated development of the Beijing-Tianjin-Hebei region.
Under the Action Plan, the total area designated for "Station-Industry-City" integrated development is 45.30 square kilometers. This is divided into two main sections: a core zone of 11.58 square kilometers and a radiation zone of 33.72 square kilometers. The area's functional positioning is as a leading air-rail integrated airport economy zone. It will be driven by deep integration into the modern capital city circle, utilizing the air-rail advantages of the Binhai Airport Station and Tianjin Binhai International Airport combined with the policy benefits of the "Free Trade Zone + Comprehensive Bonded Zone." This strategy aims to align transportation hub construction with industrial agglomeration and to coordinate urban development with industrial growth.
The Action Plan sets phased targets for station, industry, and city integration by 2027 and 2030. By 2030, the station's status as a transit hub should be established, the industry's agglomeration effects fully realized, and the city's carrying capacity greatly enhanced. The vision is to create a future hub for high-end technological innovation resources and emerging industries, with reach throughout the Beijing-Tianjin-Hebei region and beyond.
The plan outlines four key tasks for the core and radiation zones, shifting from a narrow focus on industrial development to a model of "driving industry with the station, invigorating the city with industry, and attracting people with the city."
The first task is to focus on developing the comprehensive transportation hub to boost resource aggregation. This involves six aspects, including building a core transit node, establishing a rail transit network, and improving the road network. A key priority is accelerating the construction of the Binhai Airport Station, integrating the Beijing-Tianjin Intercity Railway into the station's third underground level to connect with the Binhai West Station and the Tianjin-Weifang High-Speed Railway. The plan also calls for expediting the construction of rail transit lines Z2 and M2 to enable a seamless "disembark from plane, switch to high-speed rail or metro" experience.
The second task is to develop a collaborative ecosystem for science and technology, making the area a key carrier for Beijing-Tianjin-Hebei collaborative innovation. This includes seizing opportunities from the expansion of the Beijing (Beijing-Tianjin-Hebei) International Science and Technology Innovation Center, promoting the joint construction of high-level innovation cooperation platforms, and strengthening ties with Beijing's sci-tech service resources. Specific actions include planning for key laboratories and innovation platforms in the bio-manufacturing sector, actively creating a national-level industry-university-research cooperation platform for the low-altitude economy, and supporting local research institutes and enterprises in connecting with supply chain resources across the region.
The third task is to develop industries suited to the airport and station, translating the hub's advantages into deeper economic benefits. This involves four areas: building a high-level airport industry cluster, creating a first-class modern services zone, strengthening the headquarters economy, and developing a free trade-based health industry. Leveraging the leading roles of companies like Airbus and AVIC Helicopter Research and Development Institute, the aim is to create a top-tier airport industry cluster. The plan also envisions building a high-level aviation maintenance base integrating aircraft dismantling, bonded maintenance, and aviation materials trading. The focus is on developing high-end station-appropriate industries built around modern services, strengthening the Airport Financial Street, and building a "small but refined" brand for specialized forums and exhibitions. It also aims to attract regional headquarters and R&D centers for enterprises from Beijing's Tongzhou District in fields like smart technology and the circular economy. By leveraging "Free Trade Zone + Bonded Zone" policies, the plan seeks to attract biomedical companies to establish bonded R&D centers in areas such as innovative drug development and cell therapy.
The fourth task is to enhance urban support functions, creating an open and vibrant urban space to attract and retain talent. This includes four angles: developing airport-themed shopping and entertainment destinations, revitalizing existing urban spaces, polishing the city's healthcare reputation, and improving public services. Key initiatives include developing tax-free shopping services, upgrading the SM City Tianjin to create international consumption scenarios, and leveraging the Tianjin Medical University General Hospital Airport Hospital and the Tianjin Cancer Hospital Airport Hospital to build a leading medical and wellness destination in northern China. The plan also calls for using urban renewal to revitalize assets like the Aviation Business Park, fostering industries such as commercial aerospace, the low-altitude economy, and cross-border e-commerce. A tiered housing system for talent will be built to meet the diverse needs of commuters between Beijing and Tianjin. Additionally, the "Beijing Collaborative Class" education initiative will be expanded to provide integrated schooling, attracting children of cross-city commuters to enroll in local schools.
Moving forward, Tianjin Port Free Trade Zone, Dongli District, and Tianjin Binhai International Airport will establish a cross-regional collaboration mechanism. Serving the national strategy of coordinated development for the Beijing-Tianjin-Hebei region, they will adhere to planning leadership, coordinate the organic integration of transportation hubs, industrial development, and urban functions, and work together to build the Binhai Airport Station Area into a new "Air-Rail Hub, Gateway to the Capital Region."
