Recently, the Tai'an Municipal Bureau of Civil Affairs published the "2025 Statistical Bulletin on the Development of Civil Affairs in Tai'an City." In 2025, the bureau firmly adopted the work philosophy of "Treating others' difficulties as my own," established a "two lists" work mechanism, solidly reinforced the bottom line of people's livelihood security, and optimized the supply of public services. All civil affairs work across the city continued to advance with high quality.

The core of basic livelihood security in civil affairs is to secure the fundamental living standards of people in need. This covers areas such as social assistance, elderly care services, child welfare, and disability welfare, ensuring that disadvantaged groups share in the fruits of reform and development. Last year, the city's basic civil affairs guarantees became more robust. As of the end of 2025, the city had 77,925 individuals receiving subsistence allowances for both urban and rural residents, with total expenditures reaching 495 million yuan. A total of 24,753 urban and rural individuals were receiving assistance and support for extreme hardship, with 381 million yuan spent on these funds. There were 30,739 recipients of living allowances for people with financial difficulties, 91,987 recipients of nursing subsidies for severely disabled individuals, and total disability welfare funds disbursed amounted to 239 million yuan. The city also provided support for 308 orphans, 1,717 effectively parentless children, and 1,287 children in difficult circumstances, spending 59 million yuan on child welfare funds. Additionally, temporary assistance and relief efforts were carried out efficiently, with 2,389 people receiving temporary assistance throughout the year and 9 million yuan disbursed, effectively alleviating sudden and temporary financial hardships for residents.

Elderly care services are crucial to the well-being of the senior population and represent a vital public welfare project for ensuring social harmony and stability. Last year, the city's elderly care and aging services continued to improve. As of the end of 2025, the city had 140 residential care institutions for the elderly, providing 21,255 beds. Of these, 16,042 were nursing-type beds, accounting for 75.5% of the total, significantly enhancing the capacity for professional elderly care services. Concurrently, welfare policies for the elderly were fully implemented. Across the city, 33,892 individuals received subsidies for financially distressed seniors, and 165,013 people received seniority allowances, with total elderly welfare expenditures reaching 95 million yuan. This has effectively enhanced the sense of fulfillment and happiness among the senior population. The city's social organizations and public charity undertakings developed healthily, with the strength of public welfare forces continuing to grow. As of the end of 2025, there were 3,747 social organizations in the city, including 1,524 social groups, 2,208 private non-enterprise units, and 15 foundations. The total number of charitable organizations reached 86, creating an increasingly vibrant atmosphere of public welfare and charity. The public benefit effectiveness of welfare lottery funds was fully realized. Welfare lottery sales in the city totaled 472 million yuan, raising 51 million yuan in locally available public welfare funds. In the civil affairs sector, 66 million yuan in lottery public welfare funds from municipal and higher levels were allocated, including 34 million yuan for the development of the elderly care service industry and 32 million yuan for other social welfare projects. The standardization level of civil affairs public services continued to improve. Currently, the city has six marriage registration institutions, all of which have been rated as "National 3A-Level Marriage Registration Agencies," providing high-quality and convenient marriage registration services to the public. In 2025, the city processed 18,126 marriage registrations and 6,723 divorce registrations, with marriage registration services carried out efficiently and orderly.
