Hai Xi Bay Shipbuilding and Marine Engineering Sector Posts 15.81 Billion Yuan in First-Half Output

Hai Xi Bay's shipbuilding and marine engineering industry achieved an output value of 15.81 billion yuan in the first half of this year, marking an 18.7% year-on-year increase. The sector is accelerating its transformation toward high-end, digital, intelligent, and green low-carbon development through the dual drivers of technological breakthroughs and industrial upgrading.

On August 9, the Bohai 19-6 gas field Phase I development project, the first trillion-cubic-meter gas field in the Bohai Sea, was fully commissioned, with daily oil and gas equivalent output exceeding 5,200 tons. One of the key facilities supporting this major project, the Bozhong 19-6 condensate gas field central platform, was built and delivered by Offshore Oil Engineering (Qingdao) Co., Ltd. in Qingdao's Hai Xi Bay as early as 2023. The platform carries a natural gas deep dehydration unit that was independently designed, assembled, and integrated domestically for the first time, with technological capabilities reaching internationally leading levels.

From the naming and delivery of "Offshore Oil 283," China's first mobile multifunctional offshore service platform, in April, to the official commissioning of "Haiyou Anlan," the world's first 16-megawatt tension leg floating wind platform, days ago, and then to the full commissioning of the Bohai 19-6 gas field Phase I project, Hai Xi Bay's shipbuilding and marine engineering industry base has repeatedly stepped into the spotlight under the endorsement of these major national equipment projects.

Data statistics show that in the first half of this year, the shipbuilding and marine engineering industry in the West Coast New Area achieved an output value of 22.83 billion yuan, up 11.1% year-on-year, of which Hai Xi Bay contributed 15.81 billion yuan, up 18.7% year-on-year. As one of the three major ship repair and building bases planned by the state, Hai Xi Bay is accelerating the development of a marine equipment industry cluster characterized by "leading enterprise guidance plus R&D-driven growth plus complete supply chain support." The cluster currently hosts over 100 shipbuilding, marine engineering, and supporting service enterprises, with 34 key shipbuilding and marine engineering projects under layout, including Beihai Shipbuilding's green ship repair upgrade project and Hai Xi Electric's large special motor project, with total investment exceeding 1.7 billion yuan.

World-first, national-first, domestic-first... Hai Xi Bay has proven its technical strength through a series of successful deliveries, presenting new solutions on the global shipbuilding and marine engineering landscape.

Orders booming, production lines running at full capacity

Orders are the most direct indicator of industry prosperity, and in Hai Xi Bay, this indicator is particularly impressive, with CSSC Beihai Shipbuilding being the most representative example. At the start of 2026, Beihai Shipbuilding welcomed a strong "good start." From January 5 to 13, the company signed a very large crude carrier construction contract with a Greek shipowner, followed by a Suezmax crude oil tanker contract, then partnered with CSSC Trading to sign contracts with Intercontinental Shipping for two 210,000-ton bulk carriers, and reached cooperation agreements with Zhejiang Financial Leasing and COSCO Shipping Bulk for three new 210,000-ton dry cargo ships, securing four deals in just nine days.

By the end of July, with the formal entry into force of the series bulk carrier construction contracts between CSSC Beihai Shipbuilding and COSCO Shipping Bulk, Beihai Shipbuilding's order book historically surpassed the 100-vessel mark, with hand-held orders for large bulk carriers and very large ore carriers ranking first globally. Currently, Beihai Shipbuilding's hand-held order tonnage exceeds 23 million deadweight tons, with production capacity fully saturated and some delivery dates extending to 2030. Last week, Beihai Shipbuilding, together with CSSC Trading, signed contracts with Korea's Polaris Shipping for four 210,000-ton triple-fuel ore carriers, further increasing the order book. This marks the first cooperation between Polaris Shipping and Beihai Shipbuilding, reflecting the latter's continuously improving strength in ship construction.

The order boom is not limited to shipbuilding; upstream and downstream segments of the industrial chain are equally operating at full capacity. CSSC Engine holds a high volume of marine engine orders, with overall production capacity operating at full load. Hai Xi Heavy Industry holds over 250 crankshaft orders, with an order value of approximately 500 million yuan. With leading enterprises driving the entire chain, key companies including Beihai Shipbuilding and CSSC Engine have all scheduled production through 2030, achieving sustained upgrades in high-end manufacturing capabilities.

Technological leadership, setting new industry heights

Behind the booming order book lies the hardcore strength of Hai Xi Bay enterprises in continuously tackling key core technologies and setting new industry benchmarks. On August 6, the "Haiyou Anlan," the world's first 16-megawatt tension leg floating wind platform constructed by Offshore Oil Engineering, was successfully connected to the Lufeng oilfield grid, officially supplying green power directly to the offshore oilfield. Tension leg floating wind platforms are large floating equipment specifically designed for developing deep-sea wind power and are internationally recognized as the most technically challenging type of floating wind platform. The "Haiyou Anlan" is the tension leg floating wind platform with the deepest application water depth, farthest offshore distance, and largest single-unit capacity globally, independently designed and built to withstand extreme conditions of category 17 typhoons, driving a major breakthrough in China's deep-sea floating wind engineering construction capabilities.

Yang Xiaolong, chief engineer of CNOOC Engineering Qingdao Company, noted that the "Haiyou Anlan" is the world's first wind platform to apply an "all-steel cable" tension leg mooring system, with eight design schemes receiving international authoritative certification, filling domestic technical gaps. In the marine power sector, Hai Xi Bay has also achieved historic breakthroughs. In March, CSSC Engine completed the delivery and acceptance of its first WinGD 6X72DF-A-1.0 ammonia-fueled low-speed engine. As China's first ammonia-fueled marine engine to achieve commercial delivery, this equipment filled the application gap in China's zero-carbon marine power sector.

In April, China's first mobile multifunctional offshore service platform, "Offshore Oil 283," built by CSSC Wuhan Marine Machinery Hai Xi Heavy Industry, was named and delivered in Qingdao Hai Xi Bay. The platform, developed for CNOOC, is China's first "mobile production enhancement operations center" for efficient offshore oilfield development, integrating multiple production enhancement functions including acidizing, fracturing, profile control, profile modification, and heavy oil thermal recovery. The platform also introduces a customized AI large model for the first time, enabling round-the-clock monitoring and intelligent analysis of human-machine status to provide intelligent safeguards for platform operation safety.

In recent years, the West Coast New Area has strengthened industry-university-research collaborative innovation, regularly organizing science and technology innovation matchmaking meetings with local universities and research institutes to tackle key core technologies such as ammonia-fueled large bulk carriers and large marine cranes, while supporting digital and green transformation at enterprises like Beihai Shipbuilding. Hai Xi Bay is sailing toward the deep waters of high-quality development with the momentum of full-chain acceleration.

Green innovation, driving transformation and upgrading

Beyond its abundant orders, Beihai Shipbuilding shows a clear trend toward green development. Currently, green vessels account for over 80% of its 100-ship order book, demonstrating its core competitive advantage aligned with the "dual carbon" strategy. This stems from Beihai Shipbuilding's early strategic positioning. In recent years, the company has accelerated green development, establishing a comprehensive, tiered green fuel vessel matrix, forming a multi-route parallel development pattern covering LNG dual-fuel, methanol dual-fuel, ethanol dual-fuel, ammonia dual-fuel, and methanol/ethanol triple-fuel options, achieving full green solution coverage for its flagship vessel types.

The 210,000-ton triple-fuel ore carriers contracted with Polaris Shipping represent Beihai Shipbuilding's independently developed new-generation "Sirius" series flagship vessel type, showcasing the world's leading level of green, intelligent, and efficient ore carrier design. This vessel type adopts an ethanol/methanol/fuel oil triple-fuel solution, with ethanol as the primary fuel capable of reducing greenhouse gas emissions by approximately 90%, while also being equipped with multiple energy-saving technologies including wind rotors, variable frequency technology, high-voltage shore power, and shaft generators.

The decarbonization transformation of the global shipping industry is an inevitable trend. Green transformation is not just Beihai Shipbuilding's shift; it is also the common choice of multiple enterprises within Hai Xi Bay. In the marine engineering equipment sector, the "Haiyou Anlan" is expected to provide 54 million kWh of green electricity annually after full operation, equivalent to saving 15,000 cubic meters of fuel oil and reducing carbon dioxide emissions by 35,000 tons. Offshore Oil Engineering has pioneered a multi-energy coordinated power supply model combining offshore wind, fuel power generation, and energy storage, achieving high-proportion integration of offshore wind into oilfield power grids. CSSC Engine has overcome manufacturing technical challenges for low-carbon and zero-carbon fuel marine low-speed engines using LNG, methanol, and ammonia, with local supporting rate for marine engines reaching 89%.

Qingdao's "Work Plan for Stable Growth of the Ship and Marine Engineering Equipment Industry" specifies that by the end of 2026, the proportion of new-energy-powered vessel construction completions, new orders, and hand-held orders should all remain above 60%. From the intensive delivery of major national equipment to full-chain coverage of green power, Hai Xi Bay is reshaping the global shipbuilding and marine engineering competitive landscape through the dual drivers of technological breakthroughs and industrial upgrading.
