The State Administration for Market Regulation has released three national standards for the e-commerce home service sector, targeting common consumer pain points and standardizing the entire online service process to make it more transparent, reliable, and reassuring.

On July 30, the State Administration for Market Regulation (National Standardization Administration) announced the publication of "General Rules for E-Commerce Home Services" (GB/T 47802-2026), "Review Requirements for Home Service Providers Joining E-Commerce Platforms" (GB/T 47803-2026), and "Quality Service Evaluation Index System for E-Commerce Home Service Platforms" (GB/T 47948-2026). These standards focus on addressing everyday consumer frustrations with online home services and standardizing the entire process.

The "General Rules for E-Commerce Home Services" (GB/T 47802-2026) is based on the trend of deep integration between e-commerce and home services. It systematically outlines the basic models, service content, and requirements for service evaluation and improvement. The standard clarifies two operational models: platform self-operation and third-party service providers. It strengthens platform systems for service standards, quality management, credit evaluation, and information security, while standardizing the entire process from service consultation and order placement to process monitoring, payment, order evaluation, and follow-up. This aims to promote the coordinated development of online and offline services.

The "Review Requirements for Home Service Providers Joining E-Commerce Platforms" (GB/T 47803-2026) focuses on the critical step of provider onboarding. It establishes five key principles: legality, confidentiality, objectivity, timeliness, and convenience. The standard specifies requirements for collecting information such as identity documents, resumes, and medical reports. It also defines review processes including identity verification, credential checks, background checks, credit checks, health checks, and resume verification. A periodic review mechanism is established to ensure the professionalism and reliability of onboarded providers, reducing service safety risks.

Measuring Success

The "Quality Service Evaluation Index System for E-Commerce Home Service Platforms" (GB/T 47948-2026) builds an evaluation framework around two main dimensions: basic service quality and transaction process service quality. Basic service quality includes platform construction and platform management. Transaction process service quality covers pre-transaction, mid-transaction, and post-transaction stages, broken down into 17 third-level indicators. This provides a unified basis for scientifically evaluating platform service quality, supporting continuous improvement and government oversight.

These three new national standards for e-commerce home services, together with the previously released "Information Description of Competencies for Home Service Personnel on E-Commerce Platforms" (GB/T 45440-2025), cover the entire chain from platform operations and provider access to competency descriptions and service quality evaluation. The implementation of these standards will provide a unified technical basis for the online home service industry, helping to standardize platform operations and service delivery.
