At Jiangsu's expressway "three-party" joint command center, AI predicts congestion 30 minutes in advance and automatically pushes diversion plans. In orchard fields, unmanned cargo vehicles efficiently transport fresh produce. Inside the Jiangsu Provincial Port Group control room, automated gantry cranes autonomously handle ore loading and unloading. In recent years, Jiangsu has comprehensively promoted AI-driven technological innovation, industrial development, and scenario application in the transport sector, boosting high-quality development and high-level safety, injecting strong momentum into building a transport powerhouse and a modern transport demonstration zone.

For large cargo transport, "instant approval, daily processing" is now a reality. "A single marine anchor windlass weighs hundreds of tons. If approval is delayed, a day's logistics cost can reach 10,000 yuan," said Feng Xueshan, logistics supervisor at CSSC McGrigor Marine Equipment Co., Ltd., a manufacturer of deck machinery like ship cranes and steering gears, where single units often exceed 100 tons and are mostly non-dismantlable. Now, large cargo transport applications are intelligently approved. The Jiangsu Provincial Department of Transport has reformed the entire chain of large cargo transport approval supervision, introducing the dual AI agents "SuJiao XiaoZhi" and "SuDaZhi." First and second-category provincial large cargo is 100% intelligently approved, enabling instant processing, second-level approval, and daily processing. Furthermore, through ministry-province system integration, cross-provincial large cargo within Jiangsu now achieves second-level fast approval. Since the implementation of intelligent approval, Nanjing CRRC Puzhen Rolling Stock Co., Ltd. saves approximately 5 million yuan annually.

The online freight platform Manbang leverages AI dual digital avatars to reconstruct the vehicle-cargo matching logic. "AI Driver Assistant" precisely pushes outbound cargo, while "AI Shipper Assistant" intelligently matches transport capacity, compressing the matching process from several hours to 3-4 minutes. From 2020 to 2025, the platform's overall empty-loading rate has continuously decreased, cumulatively reducing carbon emissions by 149 million tons and generating economic benefits of 380 billion yuan. Moreover, in 2025, AI customer service assisted truck drivers in recovering over 1.3 billion yuan in overdue freight fees.

At the port, unmanned green operations are making a significant impact. The Jiangsu Provincial Port Group has built a fully automated bulk cargo terminal, where ore handling from unloading, transfer, stacking, to loading is entirely unmanned. All terminal operators have been moved to remote control rooms. During operations, the AI spectral inversion algorithm precisely identifies dust points for zoned spraying, reducing dust concentration by 50% below the national standard. Terminal operational efficiency has increased by 11%, and per-ton operational costs have dropped by 15%.

In Changzhou, passengers can book a bus via WeChat voice commands. AI integrates all orders in real-time, dynamically planning the optimal route. "Town-village operational mileage has dropped nearly 30%, passenger volume has increased by 70%, and waiting time has been compressed from 30 minutes to 2-5 minutes. Cumulatively, we saved 13 million yuan in vehicle procurement costs," said Chen Ling, General Manager of Changzhou Public Transport Group. Changzhou's "Cloud Bus" uses AI "compute-as-you-go" for intelligent dispatch. Simultaneously, the system integrates massive travel data to generate passenger flow maps and simulate route adjustment effects. Since 2025, local authorities have canceled inefficient routes and added new metro feeder lines, reducing ineffective mileage by tens of millions of kilometers annually, with passenger flow growing for three consecutive years.

Addressing expressway pain points, Jiangsu Transportation Holding Group developed the highway domain "ZhiDao" large model. Three AI agents—for dispatch, safety, and service—operate in concert. Over 40,000 road-air-ground sensing devices capture incidents like spilled cargo or parked vehicles 24/7, predicting congestion 30 minutes in advance. "During this year's May Day holiday, expressway traffic flow increased year-on-year, but congestion mileage decreased by 38%, and the road network smoothness rate remained at 99.4%," said Wang Xianzheng, Chairman of Jiangsu Transportation Holding Group. Additionally, the province has implemented "phone+" contactless tolling. AI digital person "Xiao Mo Li" handles travel inquiries 24/7, resolving hotline queuing issues.

Addressing challenges like frequent red lights during off-peak hours and persistent congestion during peak times in old city road networks, Suzhou innovatively developed the "Xihe Patrol" road network AI agent. It built a standardized networking and control platform to unify control of different brands of traffic lights and automatically generate signal timing plans. In the Gusu district, road network signals are dynamically and intelligently controlled, increasing the green wave coverage rate from 49.3% to 70.6%. The average two-way stopping rate on main roads dropped from 43.5% to 27.6%.

Unmanned vehicles are opening dual channels for urban and rural logistics. By combining foundational technology with frontier applications, Jiangsu is strengthening its intelligent transport emerging track, forming an industrial ecosystem covering autonomous driving, computing networks, and the low-altitude economy. In autonomous driving, Momenta's R7 world model, leveraging billions of kilometers of production vehicle data to build a physical simulation field, operates without relying on high-definition maps. It ensures stable driving on urban branch roads and rural paths, autonomously slowing down and detouring for long-tail scenarios like falling objects or animals crossing. Jiushi Intelligence focuses on rural logistics with unmanned cargo trucks, covering areas like small-package delivery, agricultural transport, and cold-chain logistics. Currently, Jiushi Intelligence has deployed over 330 unmanned delivery vehicles across 13 cities in Jiangsu in cooperation with China Post, effectively opening two-way channels for agricultural products going to market and consumer goods going to rural areas.

Low-altitude transport is carving out a new intelligent track. Jiangsu Aviation Industry Group has built a provincial low-altitude intelligent management platform. Three AI agents—for airspace planning, flight approval, and risk warning—operate in coordination, batch-processing tens of thousands of flight plans in minutes and automatically identifying illegal flights and boundary crossings. The platform supports an average of 250,000 drone operations daily, widely applied in expressway inspections and waterway logistics. This standardized management model has been replicated and promoted to cities like Shanghai.
