On April 28, the Shaanxi Provincial Market Supervision Administration released typical cases from its 2026 "Safeguarding Consumption" Iron Fist campaign focusing on product quality enforcement. In recent years, the provincial market regulation system has prioritized the safety of people's lives and property, concentrating efforts on supervising key industrial product quality and rigorously cracking down on illegal activities involving the production and sale of non-compliant products. A batch of representative cases is now being publicly disclosed.

In one case, a commercial trading company in Xi'an was found selling substandard electric bicycles. During an inspection on October 10, 2024, enforcement officers discovered that four electric bicycles of a certain brand being sold by the company failed to meet the requirements of the GB 17761-2018 "Safety Technical Specification for Electric Bicycles." This activity violated relevant provisions of Article 13 of the Product Quality Law of the People's Republic of China. In accordance with relevant laws and regulations, the company was ordered to cease the illegal activity, and administrative penalties were imposed, including confiscation of the involved vehicles and illegal gains, along with a fine.

In another case, a supermarket company in Tongchuan was found selling non-compliant indoor heaters. Sampling inspection results from January 20, 2026, showed that the "earthing measures" of the indoor heaters sold by the company did not meet the requirements of GB 4706.1-2005 "Safety of Household and Similar Electrical Appliances - Part 1: General Requirements" and GB 4706.23-2007 "Safety of Household and Similar Electrical Appliances - Part 2: Particular Requirements for Room Heaters." This constituted a violation of relevant provisions of Article 13 of the Product Quality Law of the People's Republic of China. Based on relevant laws and regulations, the company was ordered to stop the illegal activity and received administrative penalties, including confiscation of the involved products and illegal gains, plus a fine.

A color steel department in Weinan was penalized for selling substandard expanded polystyrene (EPS) foam boards. Test results from a sample taken on July 9, 2025, indicated that two parameters, "compressive strength" and "thermal conductivity," of the EPS foam boards sold by the department failed to comply with the requirements of GB/T 10801.1-2021 "Moulded Polystyrene Foam (EPS) for Thermal Insulation." This action violated relevant provisions of Article 39 of the Product Quality Law of the People's Republic of China. Pursuant to relevant laws and regulations, the department was ordered to cease the illegal activity and faced administrative penalties, including the confiscation of illegal gains and a fine.

A color steel sales company in Yulin was involved in the production and sale of non-compliant building materials. Inspection results from August 25, 2025, revealed that the "nominal thickness" and "density" of the profiled steel sheets in the metal-faced insulated sandwich panels produced and sold by the company did not meet the requirements of GB/T 23932-2009 "Metal Faced Insulated Sandwich Panels for Building." Additionally, the "density" of the rock wool boards failed to meet the requirements of GB/T 25975-2018 "Rock Wool Products for External Thermal Insulation Composite Systems Applied to Building Facades." These actions violated relevant provisions of Article 13 of the Product Quality Law of the People's Republic of China. According to relevant laws and regulations, the company was ordered to stop the illegal activities and received administrative penalties, including the confiscation of illegal gains and a fine.

A hardware and electrical appliance store in Ankang was penalized for selling non-compliant fire emergency lighting luminaires. Spot check results from December 18, 2025, showed that the "transfer voltage performance" of the fire emergency lighting luminaires sold by the store did not meet the requirements of GB 17945-2010 "Fire Emergency Lighting and Evacuation Indicating System." This behavior violated relevant provisions of Article 13 of the Product Quality Law of the People's Republic of China and Article 18 of the Regulations on the Supervision and Management of Fire Protection Products. Based on relevant laws and regulations, the store was ordered to cease the illegal activity and faced administrative penalties, including confiscation of the involved products and a fine.
