On August 4, a themed research and promotion activity called "Carrying Forward the Long March Spirit, Advancing the Building of a Strong Country" saw CHINA TOWER visit revolutionary old areas including Rucheng, Baojing, Jingzhou, and Tongdao in Hunan, as well as Xing'an in Guangxi. The event witnessed the results of upgraded communication infrastructure and the transformative impact of digitalization on rural development, grassroots governance, and ecological protection in these regions.
Digital foundations are revitalizing rural areas and adding momentum to rural revitalization. Shazhou Village in Rucheng County, Hunan, the birthplace of the "Half a Quilt" story, once suffered from weak communications and lagging industries. To overcome the development bottlenecks of the mountainous region, the Hunan branch of CHINA TOWER (hereinafter referred to as Hunan Tower) served telecom operators, tackling challenges to fill network gaps in remote areas. This achieved deep 5G signal coverage in key areas of red tourism sites and villages, opening up information channels between rural industries and red culture tourism. The high-quality network environment effectively activated rural development vitality. Local farmers used live-streaming e-commerce to promote specialty agricultural products like local golden nai plums, allowing premium products from deep mountains to reach nationwide markets, with the digital economy genuinely empowering villagers to increase their incomes.
Deep in the mountains of Tongdao Dong Autonomous County, Yutou Dong Village was once known as an "information island" due to poor telecommunications services. CHINA TOWER collaborated with operators to overcome construction difficulties in the mountainous terrain, using manual labor and pack animals to transport building materials. This brought 4G and 5G signal coverage to the entire village, with fiber optics reaching every household. Today, Dong grand songs and Dong brocade handicrafts are shared widely via short videos, while local products like tea oil and Dong fruits are sold nationwide through live-streaming. The transformation of Shazhou Village and Yutou Dong Village is a vivid microcosm of Hunan's communication construction achievements. To date, Hunan Tower has cumulatively delivered 188,800 tower construction projects, built 41,300 new towers, and completed the delivery of over 130,000 5G base stations, helping telecom operators achieve full 5G network coverage in townships and administrative villages across Hunan, laying a solid digital foundation for county-level development.
Technology-driven smart governance protects the people and enhances grassroots governance efficiency. Baojing County in western Hunan is a designated assistance county for CHINA TOWER. Over the years, CHINA TOWER has invested over 120 million yuan in assistance funds. Collaborating with local governments, CHINA TOWER created the "Digital Baojing" county-level governance benchmark project, equipping grassroots governance with a "smart brain." The "Digital Baojing" smart governance platform, built by Hunan Tower using tower base stations in Baojing, leverages 254 high-altitude monitoring points from towers. It requires only a single operator to monitor key areas of the entire county. To date, the platform has issued over 10,000 effective alerts; during the flood season, precise predictions provided warnings two hours in advance, safely evacuating over 200 people. The platform continuously adds convenience services, with 28 smart bus stops integrated into real-time public transport data. Relying on the "Xiangyiban" platform, it offers mobile services like job inquiries, forming six major functional modules: digital emergency response, digital transportation, digital cultural tourism, digital villages, digital environmental protection, and unified drone management.
Currently, CHINA TOWER has built and upgraded over 700 tower base stations in Baojing County. On top of full 4G coverage in administrative villages, it has established 130 new 5G base stations, transforming "communication towers" into "digital towers," turning former communication blind spots into new heights of smart governance. Skyborne patrols guard green landscapes, and ecological barriers are consolidated. Xing'an County in Guangxi, located at the source of the Xiang River, serves as a core ecological barrier in the upper reaches of the Li River and is a key red tourism site for the Long March crossing of the Laoshan boundary. The area faces significant forest fire prevention challenges. CHINA TOWER has installed high-definition cameras on existing communication towers and combined them with AI algorithms to build a three-dimensional forest fire monitoring and early warning system. This platform uses a self-developed AI algorithm for forest fire detection, capable of automatically identifying smoke points and open flames, precisely locking coordinates, and instantly pushing alerts to township-level fire prevention command terminals. This creates a closed-loop process of "AI identification and warning, personnel receiving and handling, and on-site feedback and archiving." Currently, Xing'an County has deployed 100 high-altitude fire monitoring points on towers, achieving full coverage of townships. The overall forest coverage monitoring rate reaches 84.14%, with a cumulative total of 15,498 smoke and fire alerts, effectively preventing major forest fires.
Staff from the Guilin branch of CHINA TOWER at the Mao'er Mountain National Nature Reserve in Xing'an County use "Tower + AI + Drones" to achieve intelligent forest fire warning monitoring. In Jingzhou Miao and Dong Autonomous County, Hunan, CHINA TOWER has integrated 251 high-definition thermal imaging cameras using existing tower resources, deployed over ten intelligent algorithms, and built a complete closed-loop process of "monitoring, alerting, analysis, dispatch, and enforcement." Over three years, the system has analyzed and issued over 1.05 million alerts, handled 1,148 assigned incidents, with a completion rate exceeding 99% on time, and a significant decline in the fire disaster rate. Nationwide, CHINA TOWER has utilized over 60,000 monitoring points to provide fire prevention warning services for 600,000 square kilometers of forested areas. From opening up digital channels in rural areas and revitalizing industries in old regions to empowering smart grassroots governance and protecting the ecological foundation of lush mountains and clear waters, CHINA TOWER is injecting new momentum into the high-quality development of revolutionary old areas through digitalization, intelligence, and green approaches.
