Bids for 534MW Xinjiang Solar EPC Project Range from 1.18 to 1.23 Yuan per Watt

On May 25th, the shortlisted candidates for the Engineering, Procurement, and Construction (EPC) contract of the 700 MW photovoltaic power generation project in Uerhe, Karamay, Xinjiang Oilfield were announced. Three companies have been selected: China Petroleum (Xinjiang) Petroleum Engineering Co., Ltd., PowerChina Chongqing Engineering Co., Ltd., and China Energy Engineering Group Anhui No.2 Electric Power Construction Co., Ltd. Their bid prices range from 1.180 to 1.231 yuan per watt.

According to the tender announcement, the project is located in the Uerhe District of Karamay City, Xinjiang Uygur Autonomous Region. It features a rated AC capacity of 508.62 MW and a DC installed capacity of 534.052 MWp, with a capacity ratio of 1:1.05. The installation will include 861,380 units of N-type 620Wp and above monocrystalline silicon bifacial double-glass photovoltaic modules. These will be mounted on fixed-tilt structures at a 38-degree angle, arranged vertically in a layout of 2 rows by 26 columns. Each string unit will consist of 52 bifacial modules.

The project will also involve the construction of supporting facilities, including 2,333 string inverters with a capacity of 300 kW and above, and 135 box-type transformers rated at 3,300 kVA. The generated electricity will be transmitted via 31 circuits of 35 kV collection lines, spanning approximately 284 kilometers, to a newly built 220 kV booster and collection station.

Additionally, the project includes the construction of a 70 MW / 140 MWh (10% / 2h) electrochemical energy storage system and one 50 MVAr synchronous condenser. A new 220 kV booster and collection station will be established, equipped with three 240 MVA three-phase three-winding transformers. This station will connect to the 220 kV side of the Baikouquan 220 kV substation through one 220 kV transmission line.

The scope of this EPC tender encompasses the entire photovoltaic power generation project, including the booster and collection station, the energy storage system, and the synchronous condenser system. It covers design work for the solar field; procurement of equipment; civil construction for foundations, cable trenches, and grounding; installation of PV modules, inverters, transformers, cables, and other equipment; as well as the design, procurement, construction, and installation for the booster station, energy storage area, and condenser facilities.

The contract also includes system commissioning (covering substation subsystem tests, complete start-up tests, electrical protection setting calculations, and grid-connection tests), trial operation, defect rectification, training, all stages of inspection and acceptance, handover, performance guarantees, and warranty services. It involves supplying all necessary spare parts and special tools during the warranty period and providing related technical documentation services. Furthermore, the contractor is responsible for handling and covering the costs associated with various construction permits, land use procedures, quality supervision, grid-connection approvals, dispatch agreements, power supply arrangements, and land acquisition coordination.

The planned contract period is from the signing date until December 31, 2026. The construction period is set from the contract signing date until October 30, 2026.
